i know the difference.

You just can't justify the expenditure necessary to tame the
animals ... just because cause you can't 'completely' control the
terrorists. Catch or kill them where and when you can but don't
destroy governments and kill everyone who gets in the way or shoots
back, and then force Americans to rebuild their shit holes. It's an
insane and failed policy.
again, we'll just have to disagree.
