Roosevelt’s “Four Freedoms” Fraud

Roosevelt's "Four Freedoms" Fraud
by James Bovard, Posted May 10, 2011

President Obama has succeeded in seizing new power over health care and other swaths of American lives in part because previous presidents muddied Americans' understanding of freedom.

Most of the past century's debates over the meaning of liberty have featured one politician after another who promised people true freedom, if only they would submit to increased government power. In the process, politicians have been generously shrinking people's individual liberty.

The clearest political turning point in the American understanding of freedom came during the presidency of Franklin Roosevelt. He often invoked freedom, but almost always as a pretext for increasing government power. He proclaimed in 1933, "We have all suffered in the past from individualism run wild." Naturally, the corrective was to allow government to run wild.

Roosevelt declared in a 1934 fireside chat, "I am not for a return of that definition of liberty under which for many years a free people were being gradually regimented into the service of the privileged few." Politicians such as Roosevelt began by telling people that control of their own lives was a mirage; thus, they lost nothing when government took over.

In his renomination acceptance speech at the 1936 Democratic Party convention, Roosevelt declared that "the privileged princes of these new economic dynasties ... created a new despotism.... The hours men and women worked, the wages they received, the conditions of their labor these had passed beyond the control of the people, and were imposed by this new industrial dictatorship." But if wages were completely dictated by the "industrial dictatorship" why were pay rates higher in the United States than anywhere else in the world, and why had pay rates increased rapidly in the decades before 1929? Roosevelt never considered limiting government intervention to safeguarding individual choice; instead, he favored multiplying power to impose "government-knows-best" dictates on work hours, wages, and contracts.

New improved freedom

On January 6, 1941, he gave his famous "Four Freedoms" speech, promising citizens freedom of speech, freedom of worship and then he got creative: "The third [freedom] is freedom from want ... everywhere in the world. The fourth is freedom from fear ... anywhere in the world." Proclaiming a goal of freedom from fear meant that the government henceforth must fill the role in daily life previously filled by God and religion. His list was clearly intended as a "replacement set" of freedoms, since otherwise there would have been no reason to mention freedom of speech and worship, already protected by the First Amendment.

Roosevelt's list of new freedoms liberated government while making a pretense of liberating the citizen. It offered citizens no security from the state, since it completely ignored the rights protected by the Second Amendment (the right to keep and bear firearms), the Fourth Amendment (freedom from unreasonable search and seizure), the Fifth Amendment (due process, property rights, the right against self-incrimination), the Sixth Amendment (the right to a speedy and public trial by an impartial jury), and the Eighth Amendment (protection against excessive bail, excessive fines, and cruel and unusual punishments). Roosevelt's revised freedoms also ignored the Ninth Amendment, which specifies that the listing of "certain rights, shall not be construed to deny or disparage others retained by the people," as well as the Tenth Amendment, which specified that "powers not delegated" to the federal government are reserved to the states or to the people.

And, even though Roosevelt included freedom of speech in his new, improved list of progressive freedoms, he added,

A free nation has the right to expect full cooperation from all groups.... ... We must especially beware of that small group of selfish men who would clip the wings of the American eagle in order to feather their own nests....
The best way of dealing with the few slackers or troublemakers in our midst is, first, to shame them by patriotic example, and, if that fails, to use the sovereignty of government to save government.

Thus, the "new freedom" required that government have power to suppress any group not actively supporting the government's goals. (The United States was still at peace at the time of Roosevelt's speech.) The expansions of freedoms in the list were promised to the whole world primarily people who did not vote in U.S. elections while the implicit contractions of previously sanctified freedoms would affect only Americans.

Roosevelt elaborated on his concept of freedom in his 1944 State of the Union address. He declared that the original Bill of Rights had "proved inadequate to assure us equality in the pursuit of happiness." He called for a "Second Bill of Rights," and asserted, "True individual freedom can't exist without economic security." And security, according to Roosevelt, included "the right to a useful and remunerative job," "decent home," "good health," and "good education." Thus, if a government school did not teach all fifth-graders to read, the nonreaders would be considered oppressed. Or, if someone was in bad health, then that person would be considered as having been deprived of his freedom, and somehow it would be seen as the government's fault. Roosevelt also declared that liberty requires "the right of every farmer to raise and sell his products at a return which will give him and his family a decent living" a nonsensical concept that would require setting food prices high enough to keep the nation's least efficient farmer behind his mule and plow.

Roosevelt clarified the necessary underpinnings of his new freedom when, in the same speech, he called for Congress to enact a "national service law which for the duration of the war ... will make available for war production or for any other essential services every able-bodied adult in this Nation." He promised that this proposal, described in his official papers as a Universal Conscription Act, would be a "unifying moral force" and "a means by which every man and woman can find that inner satisfaction which comes from making the fullest possible contribution to victory." Presumably, the less freedom people had, the more satisfaction they would enjoy.

Commenting on foreign policy, Roosevelt praised Soviet Russia as one of the "freedom-loving Nations" and stressed that Marshal Stalin was "thoroughly conversant with the provisions of our Constitution." Roosevelt's concept of freedom required people to blindly trust their leaders a trust he greatly abused. He also denounced those Americans with "suspicious souls" who feared that he had "made 'commitments' for the future which might pledge this Nation to secret treaties" at the summit of Allied leaders in Tehran the previous month. But at that summit, he had secretly agreed to allow Stalin to move the Soviet border far to the West thus consigning millions of Poles to life under direct Soviet rule. (Roosevelt and Stalin used roughly the same dividing line that Hitler and Stalin had used in 1939 to divide Poland into Nazi and Soviet spheres.)

Praise for increased power

Though Roosevelt continually seized power long after he gave the Four Freedoms speech, that oration is the one that is most frequently invoked by subsequent presidents to sanctify their own power grabs. President George H.W. Bush, speaking on the 50th anniversary of the Four Freedoms speech, called Roosevelt "our greatest American political pragmatist" and praised him for having "brilliantly enunciated the 20th-century vision of our Founding Fathers' commitment to individual liberty." The elder Bush loved to invoke the Four Freedoms speech in his appeals to vastly expand the federal war on drug users.

President Clinton declared in October 1996,

In Franklin Roosevelt's view, government should be the perfect public system for fostering and protecting the "Four Freedoms".... Roosevelt ... enumerated these freedoms not as abstract ideals but as goals toward which Americans and caring people everywhere could direct their most strenuous public efforts.

In other speeches, Clinton made it clear that the government needed vastly more power to give Americans "freedom from fear" (except for fear of the government).

Roosevelt's Four Freedoms speech provides a push-button invocation for any U.S. president who wants to sound as though he cares about liberty. President George W. Bush invoked Roosevelt in perhaps his most fraudulent speech his "Mission Accomplished" strut aboard the USS Abraham Lincoln in May 2003:

Our commitment to liberty is America's tradition declared at our founding; affirmed in Franklin Roosevelt's Four Freedoms; asserted in the Truman Doctrine and in Ronald Reagan's challenge to an evil empire.... When freedom takes hold, men and women turn to the peaceful pursuit of a better life. American values and American interests lead in the same direction: We stand for human liberty.

And any Iraqi or Afghan who refused to submit to the Bush-definition of freedom automatically forfeited his right to live.

Bush also invoked Roosevelt in his November 2003 speech to the National Endowment for Democracy celebrating its 20 years of interfering with foreign elections: "The advance of freedom is the calling of our time; it is the calling of our country. From the Fourteen Points to the Four Freedoms ... America has put our power at the service of principle. We believe that liberty is the design of nature; we believe that liberty is the direction of history."

Bush had a great belief in freedom in the abstract, as long as no one tried to meddle with his boundless power. For Bush to be invoking freedom after he suspended habeas corpus, authorized torture, and destroyed much of Americans' privacy was typical of the shenanigans that politicians have long gotten away with in this country.

Bush again invoked Roosevelt in a March 2005 speech to the National Defense University, trying to vindicate his war on terror as part of "a consistent theme of American strategy from [President Wilson's] Fourteen Points, to the Four Freedoms, to the Marshall plan, to the Reagan Doctrine.... We are confident that the desire for freedom, even when repressed for generations, is present in every human heart."

Bush may have given this particular speech to a military audience because the officers knew that they could not laugh outloud at his absurdities without wrecking their careers. Unfortunately, Americans are still paying a price because Franklin Roosevelt's freedom demagoguery was not laughed off the national stage decades ago.

H.L. Mencken wisely observed, "One horse-laugh is worth ten thousand syllogisms." Any politician who seeks more power now to give people more freedom at some distant future point deserves all the derision Americans can heap upon him. Citizens should not tolerate any president who invokes freedom as he tramples the Bill of Rights.

Reclaiming Our Pakistan

·        Pakistan's civilians and military elites rely on US crutches at the expense of Pakistani people

·        Government's and military's alliance with US has cost us 35,000 Pakistanis dead, 6 million displaced, $68 billion in losses, and Rs. 10 trillion in debt

·        Cooperation against Al-Qaeda does not require surrendering Pakistan to CIA

·        Pakistani state lied to its own people and deceived them in pursuing US interests

·        Pakistan handed over innocent people to US, including Afghan Ambassador Mullah Zaeef, who was declared innocent by the Americans who later recruited him

·        Pakistan sent its soldiers to FATA while Americans killed our civilian population

·        Interior Minister lies to Pakistanis that CIA only kills militants in our tribal belt

·        MNA from South Waziristan says he'd resign if even one of the CIA drone victims turns out to be a militant

·        A Serving Pakistani General lies to Pakistanis, coming out in defense of CIA

No Pakistani was involved in 9/11 but the Pakistani state entangled itself in someone else's war and weaved a web of deceit for its people. We could have helped US get to al-Qaeda terrorists in Afghanistan, but this did not require handing over Pakistan to CIA.

IMRAN KHAN | Tuesday | 9 May 2011 | The News International

ISLAMABAD, Pakistan—Today the Pakistani state – that is its government and security structures - stands exposed as never before in front of its own people as well as the world.

Never before, since 1971, has the Pakistani nation felt so defenceless and so full of anger and shame. Yet the disastrous outcome for all of us to see today was the natural outcome of self-serving policies pursued by a dictator and subsequently by a US-manufactured and NRO-sanctioned leadership. Policies based on lies and propaganda were inevitably going to end in humiliation and disgrace not just for the leadership of the country but for every living Pakistani. That is what finally happened when the US invaded Pakistani airspace and carried out its operation against Osama bin Laden, unhindered and undetected by the seventh most powerful nuclear armed military in the world.

The US had always stated that in case they had actionable intelligence on a high value target, they would take unilateral military action. Why was this strategic US policy decision that directly impaired our security and sovereignty not made a bone of contention in any strategic dialogue? Similarly, the US has stated that in case of any terrorist attack on US mainland, all options would be on the table. Why has our government never sought the revision of this policy conditional to our cooperation to protect Pakistan from a massive military retaliation in case of a terrorist attack against the US mainland is linked to Pakistan?

By fighting a US-led war and hypocritically telling the people of Pakistan that it was their war, the state of Pakistan lied shamelessly. After all, Al-Qaeda was all in Afghanistan, until the US attacks on Tora Bora left an exit route for them to escape. Even more critical, no Pakistani was involved in the 9/11 attacks. But in the aftermath of 9/11 the Pakistani leadership weaved a web of deceit for its people.

Certainly Pakistan should have helped the US get the 9/11 terrorists and their organisation but this did not require handing over the country to the US, allowing the CIA to set up a parallel intelligence network across Pakistan seriously undermining our internal security and indulging in the renditions of Pakistanis to the US. As Clive Smith of Reprieve has pointed out, 90% of those handed over to the US turned out to be innocent; the case of Mullah Zaeef, the Taliban ambassador to Pakistan and a serving diplomat, was just one such case, where Pakistan also violated its commitments under the Geneva Convention.

To our everlasting shame, after three years at Guantanamo, Mullah Zaeef was found innocent.

Using fear as a weapon and having trapped the country into deception and deceit on the US behest, the Pakistani state sent its forces into Waziristan while the US pounded FATA with drone attacks, killing thousands of civilians. It was hardly surprising to find a full-blown tribal rebellion and the Pakistani Taliban as a result of these erroneous military-centric policies. Lies continued to be fed to the Pakistani people on the casualties of the drone attacks. Much before the killing of the tribal jirga in March, a drone attack in September 2004 killed 70 people while another 40 were killed the next day during the funerals being held for the earlier victims.

With no substantiation, incumbent Interior Minister Rehman Malik has declared that all those killed by CIA drones were 'militants' when the Member of National Assembly from South Waziristan had declared that if even one of the victims was a foreign militant he would resign!

Who can forget the 2006 drone attack in Bajaur which targeted a Madrassah and of the 80 killed, 60 were children? Three days later, a relative of one of the victims committed a suicide attack on soldiers in Malakand killing 50. By far the biggest lie was that Pakistan Army was fighting an ideological Taliban rather than 90% of militants being our own tribal people. There was another blatant lie emanating from a Pakistani general that drone attacks always kill militants. There is no way of ascertaining who has been killed. There is no DNA test conducted as people are just blown into pieces. Drone strikes constitute not only a blatant breach of Pakistan's sovereignty, but it is also a grave violation of the international humanitarian laws where the US acts as the judge, jury and the executioner – all put into one – killing suspects' wives and children.

The drone strikes have created more hatred against the Americans than any other single thing. According to those who attended the sit-in against CIA drones, the rationale was that every one killed out of ten may be a militant. The others are innocent citizens who have nothing to do with any terrorist activity. The New America Foundation Survey that was conducted aboput six months ago has reiterated that more than 80% traibal people oppose the drone strikes as they believe that these attacks mostly kill innocent people.

So why did the Pakistani state accept such a suicidal policy under US pressure?

Pakistan's ruling elite – civil and military – since the sixties have sought US crutches for prolonging their hold on power at the cost of building state institutions and our economy. Instead of investing in education and social reforms they have taken shortcuts at the expense of the Pakistani people, seeking US dollars whenever the opportunity presented itself to sustain its corrupt and extravagant lifestyle as well as inept governance. The same rentier class obliged the US during the Gen. Zia's period to resist the Soviet occupation of Afghanistan with the help of the CIA by creating and funding several militant groups. The one time heroes of the West turned villains after 9/11, our leaders also changed their colours and with their new found passion to be portrayed as liberals and bulwarks against Islamic extremism. Their latest mantra of liberalism was music to Western powers who were willing to ally with every scoundrel and thug as long as they danced to their tunes. Most disgracefully, by seeking to make themselves indispensable to the West, our rulers have played a major role in creating the misperception abroad that Pakistan is a haven for radical Islam, despite the reality that every election has shown the religious parties to be marginal in the politics of the country.

Meanwhile, fear has been used as a weapon on the Pakistani people: fear of US military action against them; fear of an economic collapse; and most damaging, fear of the country being overrun by militants and extremists. As a result, while the wealth of the rulers continues to multiply, the country has faced $ 68 b in losses over the last decade, as well as 35,000 dead and a national debt that has doubled in three years from Rs. 5 to $10 trillion. Add to this the displaced people from FATA where the population of 6 million has seen its lives devastated and traumatised, and the disaster visited upon Pakistan becomes clearer. And, yet we are not trusted by our so called western allies who are pointing accusatory fingers at us as harbourers of terrorists. Typically, President Zardari had declared at a FoDP meeting in Japan (2009) that "we are fighting to save the world" and then demanded dollars; but in reality it is Pakistan that needs to be saved from its rulers and their lies and corruption.

Way Forward

There is only one way forward for Pakistan today. The NRO-sponsored leaders came to power through fraudulent elections as the Election Commission has now made public that out of 80 million registered voters, 37 million were bogus and 35 million unregistered in the last elections. This government must resign or made to resign through public pressure so that fair and free elections can be held under an independent Election Commission and NADRA based electoral rolls.

Reforms must be instituted. An austerity drive must be in place to stop the shameful extravagance of the rulers. A democratic government needs to own its war on terror based on indigenously-formulated policies. Most significantly, a democratic government must take responsibility for all acts of terror in its country. The more our military and political leadership is seen as a mercenary of the US, the more it increases the radicalisation, extremism and terrorism within Pakistan. Whenever Al Qaeda and the Taliban announce Jihad against the US, they also announce it against US agents – meaning the Pakistani state. This undermines the Pakistan military's ability to fight militancy effectively. The US should be told categorically that no help or aid is required from it and that the Pakistani state cannot be America's hired gun anymore. The tribals, who have never been involved in terrorism, need to be co-opted into a national policy to fight and isolate the real terrorists.

Rule of Law is critical and all militant groups, private armies and other non-state actors carrying arms must be disarmed. There can be no exceptions to this rule.

Corruption can only be tackled through an independent accountability process involving auditors and lawyers while tax collection needs to be widened by withdrawing all exemptions so that the rich can be taxed. A most important aberration that needs to be tackled is illiteracy. An education emergency must be declared and one uniform educational system needs to be put in place as a soon as feasible for the whole country.

These problems and their solutions are totally doable but only by a credible and democratic government that has the capacity to mobilize the people and indigenous resources. Perhaps the crossroad that Pakistan has been pushed to at present can be a blessing in disguise. At a time when the whole Osama operation has exposed the Pakistan state and its duplicity internally and externally, with overseas Pakistanis suffering an extreme reaction especially in the United States,  Pakistanis can choose to rid themselves of this complicit and disgraced leadership. This is the time for a national revival through restoration of national dignity and sovereignty.

Today Pakistan has no other choice.

Re: Empty Ritual is stymieing America’s hopes

John,

Repeat after me: Donald Trump is a socialist. From a 2009 interview about whether there should be executive pay limits:

Larry King: Is Obama right or wrong to go after these executives with salary caps?

Donald Trump: Well, I think he's absolutely right. Billions of dollars is being given to banks and others. You know, once you start using taxpayer money, it's a whole new game. So I absolutely think he's right.

That's socialism Einstein.

On 05/09/2011 11:38 PM, NoEinstein wrote:
Republican presidential contenders are gearing-up to fight-it-out for the right to run against… "Obama" in 2012. Every one of those should be required to answer this question: "Is it FAIR to have hugely expensive primaries spread over months, with the most 'power' going to the voters in the corn state of… Iowa? Answer: Hell NO! Nor is it FAIR to allow political parties to have any say-so, whatsoever, regarding who the contenders can be, and how the country will be run once the "winning party" has been decided. Rep. Ron Paul, that sunken-cheek retread from the 2008 election, has already raised a million dollars—probably earmarked for brown-nosing the farmers of Iowa for a chance to become President. Paul's early polling lead among the announced candidates has him positioned much as he was four years ago. The same anti-war, less-government crowd who filled his coffers with hard cash, must still be impressed by his unwavering positions on most issues. When Paul withdrew in 2008, he said, "Elections are over quickly. Winning a revolution will take a bit longer." But instead of leading a revolution, Paul settled back into business as usual in our broken and corrupt, party-dominated government. Anyone so corrupted could never lead this country in the new direction needed. Judge Andrew Napolitano, filling in for a flagging Glenn Beck, asked a guest this question: "Who among the possible Republican presidential candidates do you think Barack Obama would LEAST like to run against?" The answer to that question isn't as important as the fact Napolitano is so matter-of-fact that Barack Obama will still be in office, let alone be a candidate for President in 2012. My above average computer graphics experience leads me to conclude that both of Obama's purported birth certificates are bogus. *** In a very public and straightforward way, the US Secret Service should conduct a definitive investigation of all "birther" issues, lest they continue to 'protect' a scoundrel who isn't a bona fide President of the USA. Napolitano shows his naiveté by recommending we vote for candidates desiring smaller, lower cost Government who will support… the Constitution. Over the decades, the Constitution has been ritually praised. But that document was so WEAK that our government evolved away from being the Representative Republic the Founding Fathers surely wanted to mandate. My New Constitution is strength (control over what goes on in Washington) made manifest! Donald Trump is being 'tagged' a "birther" and a "racist" by Mort Zuckerman's NY news paper. Liberals call it a conspiracy that anyone would wish to apply the same level of technical facility to analyzing two questionable birth certificates, as was used to assess the Shroud of Turin, or the remains of King Tut. The long form birth certificate, which Obama released to the press, was a *.PDF file, not a photocopy of an original. That file was clearly LAYERS of PDF files placed one over the other to form a composite, counterfeit certificate. Detractors of scientific reason, such as my own and the hundreds of others like me, like to state that "The officials of the State of Hawaii have confirmed that the birth certificate is real." Great! (Gag, gag.) Objective, concerned Americans are expected to defer to the word of officials in perhaps THE most liberal state in the union. And only one corrupt official would be needed to unbind and stitch-in a bogus certificate. I found it most interesting that a supposed girlfriend of the daughter of the Dr. Sinclair, who purportedly delivered Obama, recalled, *** after half a century *** a dinner conversation like this: "What interesting things have happened to you this week, Dr." "Oh, I gave birth to a kid named Barack Hussein Obama. Isn't that a pretty name! His mother is named Stanley, like I'm searching in my family genealogy." That girlfriend then went on to say that she was "the last surviving person who remembers Obama's birth." Yeah, right. And that aunt of Obama who was at his birth in Kenya, must have had a… flawed memory. And wasn't a Kenya birth certificate shown to be fake? Or… was a fake birth certificate PLANTED to discredit those seeking the truth? *** Donald Trump is—in my well-considered opinion—the most qualified person to be President. I view his being a government outsider as a 200% advantage, because, as has been the case with Ron Paul, the corruption of the rituals of Washington runs deep for those who've been there too long. Trump commented that his running as an independent might actually help Obama by drawing votes from the… Republican candidate. But know this, Mr. Trump: When Obama's birth certificates and etc. are recognized as being fake, no candidate needs to fear helping Obama win. Political parties are UNCONSTITUTIONAL under the present Constitution. So, all primaries and runoffs should rightfully be held on the dates spelled out in my New Constitution: "The 3rd Tuesday in July, voters of all the states and territories shall reduce the field of presidential candidates to 8, with the incumbent Pres. & VP to be included in such number, if applicable. The 3rd Tuesday in October, voters shall reduce the field to four, with the incumbent Pres. and VP not automatically included. The 1st Tuesday in November, each voter selects their 1st & 2nd choices—points 4 and 3 respectively. The President and Vice President Elect receive the highest the 2nd highest total points." It's obvious that few in the media, including at Fox News, want Obama's birth certificate to be shown to be fake. Glenn Beck calls the "birthers" a conspiracy. And Beck discredits my calling Obama the "Manchurian Candidate," saying, simply, that isn't so. With regularity, Beck talks about America needing… "manafacturing" (sic) jobs. And he says… "If they 'would have' done that…" rather than saying, correctly, if they HAD done that." Beck's regularly making grammatical errors like those, places his IQ at between 90 and 95—too low to understand the figurative meaning in calling Obama the Manchurian Candidate. Those in the media, such as Britt Hume, Mort Zuckerman and Andrew Napolitano, want to stampede the voters into believing there will be business as usual in government. Nothing would so "shake up" the media and our corrupt two-party government as having overwhelming acceptance that Obama is indeed a FORGER as well as a bribe-giver and taker. He did the latter things in arranging the endorsements of the Clintons, and others, to allow him to become our… Manchurian Candidate President. The (White) House cleaning that this country so needs, should be the end of business as usual in Washington, and the beginning of our rebirth as a prosperous nation! Respectfully submitted, — John A. Armistead — Patriot AKA NoEinstein on Google's sci.physics news group.

U.S. government questioned Obama citizenship

Said it lacked documents to determine birth country

Posted: May 09, 2011

The U.S. government is on record questioning President Obama's citizenship status as early as when he was 5 years old, stating it lacked documentation to determine his citizenship.

The citizenship inquiry dated back to 1966, when Obama's mother, Stanley Ann Dunham, was attempting to secure a waiver so her second husband, Indonesian citizen Lolo Soetoro, could return to the country after his visa had expired.

Dunham separated from her first husband, Barack Obama Sr., in 1963 when the future president was 2 years old. Dunham and Obama Sr. are reported to have divorced in 1964.

In 1965 in Hawaii, Dunham married Soetoro, an Indonesian, and moved to Indonesia in October 1967.

Soetoro had been studying at the University of Hawaii as part of a State Department-initiated student exchange program.

Soetoro's student visa had been sponsored by the University of Hawaii's Center for Cultural and Technical Interchange between East and West. The program enforced strict visa limitations, requiring foreign students to return to their home countries after two years.

According to U.S. immigration files obtained and reviewed by WND, Soetoro was approved for a 21-month study grant beginning Sept. 1, 1962, at the East-West Center.

A memorandum from the center dated July 7, 1965, relates how Soetoro had his Class J visa briefly extended after he married Dunham due to a claimed illness on the part of Dunham. His visa had been set to expire June 15, 1964.

"He gave his wife's illness as the reason for his visa extension request," stated the center's memo.

The memo said Soetoro claimed Dunham had been "suffering from a stomach ailment which may, according to her physician, require surgery."

"When I pressed Mr. Soetoro for more information regarding the name of the physician, etc., he claimed that he could not remember exactly," continued the memo, signed by Robert Wooster of the University of Hawaii's exchange program.
Further notes from the exchange program that year related how Soetoro worked at the time for Hawaii-Pacific Engineers Surveyors.

An additional memorandum, from July 13, 1965, advised that Soetoro no longer was associated with the East-West Center, and that the University of Hawaii exchange program could not further help him renew his U.S. visa.

Soetoro had turned to the center to make a special exception in his case and to hold his return travel for another year, or until June 22, 1966.

"I gather that he intends to make every attempt to remain indefinitely with or without East-West Center approval although his manner throughout our interview was polite and cordial," stated a memo from the center.

The memo, from Robert Zumwinkle, executive director of the East-West Center's Institute for Student Interchange, relates how the program received a special cable from the Indonesian government that Soetoro, a civilian employee of the Indonesian army, must "immediately terminate his studies and return to Djakarta, Indonesia."

Soetoro apparently was expected to devote four years of service to the Indonesian government in return for its subsidizing geography studies at the country's Gadjah Mada University, as well as for his participation in the student exchange program.

The memo made clear the East-West Center would not help Soetoro extend his U.S. visa.

It complained Soetoro did not comply with its previous instructions to return to Indonesia at the end of his studies.

Soetoro departed the U.S. for Indonesia on June 20, 1966. Once back in his home country, Soetoro attempted to secure a waiver from the U.S. immigration authorities for his immediate return to Hawaii, according to immigration files reviewed by WND.

Dunham and Soetoro both filed petitions with U.S. Immigration in hopes of persuading the American government to grant a waiver allowing Soetoro to return.

The petitions claimed Dunham would suffer undue "psychological hardship" because of Soetoro's departure.

Some petitions referenced hardship that may be suffered by Obama, then aged 5.

In a Nov. 22, 1966, interview with Robert Schultz, immigrant inspector in Honolulu, Dunham talked about financial hardships for her son.

"I buy personal things for my 5-year-old boy. I also pay $50.00 a month for a babysitter from 2:30 to 5:00 p.m," she wrote, referring to Obama.

That petition was denied, with immigration authorities determining that according to remarks from her own interview, Dunham made enough money to support both herself and her son.

A document to the Assistant Region Commission Travel Control in Honolulu from December 1966 specifically stated, "It was also determined that the applicant's spouse is now employed and can adequately maintain both herself and her 5-year-old child by a former marriage."

Facing repeated denials, Dunham decided she would apply for a visa to Indonesia to live with Soetoro.

'Nothing on file' to document Obama's citizenship

Before that, immigration authorities exchanged queries about Obama, with one noting questions about Obama's citizenship.

One critical exchange is dated August 21, 1967, from Sam Benson, an officer at the Southwest Immigration and Naturalization Service office in San Pedro, Calif.

Benson's query stated, "There is nothing in the file to document the status of the spouse's son. Please inquire into his citizenship and residence status and determine whether or not he is the applicant's child within the meaning of Section 101(b)(1)(B) of the Act, who may suffer exceptional hardship within the meaning of Section 212(a)."

The reference is to the Immigration and Naturalization Act, which defined a "child" as an unmarried person under 21 years of age who, among other qualifiers, could be a "stepchild," whether or not born out of wedlock, provided the child had not reached the "age of eighteen years at the time the marriage creating the status of stepchild occurred."

A response to Benson's inquiry came from one "W.L. Mix" of the central immigration office, who determined Obama was a U.S. citizen.

Mix replied: "Pursuant to inquiry from central office regarding the status of the applicants' spouse's child by a former marriage."

"The person in question is a United States citizen by virtue of his birth in Honolulu, Hawaii, Aug. 4, 1961. He is living with the applicants' spouse in Honolulu, Hawaii. He is considered the applicant's step-child, within the meaning of Sec. 101(b)(1)(B), of the act, by virtue of the marriage of the applicant to the child's mother on March 5, 1965."

The files do not state how the office determined Obama was born in Honolulu.
