Nixon PROPOSED the EPA and lobbied congress for it. He then directed
EPA to deal with the environment as a whole - increasing its purview.

If Clinton's campaigning on death penalty is a weak argument, then so
is blaming republicans.

Are you saying SOX is bad? I've been living under its umbrella for 8
years. It isn't
