I saw a clip of this speech the other day, at the Bush Library Groundbreaking.
Cheney look very pale, and had lost a tremendous amount of weight. I didn't even recognize him at first. I was shocked to be quite honest....I know he was recently hospitalized, and that he has had continuous heart issues, but I had not heard anything about him being in severely poor health.
