I agree, sort of.......I do think that most Republicans (or better said, "Conservatives") were not at all amused with Bush's Part D Medicare?prescription drug overhaul, and were opposed at the time. It was just another example of Presdent Bush failing his constituency.......I do think his intent was good, as is usually the case with misguided policy in Washington. But you are right, this is but one example of politicians exeeding their role and acting unconstitutionally.
