This owes further exploring...

$20 back in the 1850's adjusted for inflation would be the equivalent
of more than $2,000 today.
Also keep in mind that the Constable who gave Grant the ticket did so
without a radar detector or precise measurement of speed.

And you say your government policies on speeding are bad ???
Then you have zero historical comparison.
