All thirty nine Republicans voted no. Every single one. One Hunfdred per cent no.
 
Only three out of fifty nine democrats voted no. A very small percentage.
 
Your twisted pretzel logic is illogical, and your math is fuzzy.

blame.    Did you think that the Republicans for the most part were voting
no because they felt that the Pentagon needed to finish their study of how

amendment on the bill chased the one Republican they had, Susan Collins,
away.  That still left some Dems voting against the bill.  Who were they.
Why not mention them since they are the ones who doomed the bill.  The Dems
had the 60 they needed if they got all their members to vote for them.
