The liquid, determined to be neither flammable nor toxic, apparently was meant to was symbolize petroleum, the spokesman said.

President Barack Obama was meeting with Garcia at the time of the incident.

The Secret Service said the women were arrested. The younger woman was charged with disorderly contact and her mother was charged with defacing government property, because the liquid apparently stained the pavement at the White House, the Post said.
