It's because there are too many white men in office.

Nancy Pelosi is floating the idea that there must be quotas for women in Congress since not enough run for office.  I am sure Tommy believes there should be quotas for gays too.  Having been bullied his whole life, he barely has the courage to go out and gets his toe nails painted, much less run for office.
