As of today, July 7th, it is legal to carry openly in State Forests or to carry concealed in State Forests with a CHP!
Thanks to the McDonnell Administration for their help in getting this issue resolved in favor of liberty.
Here is the new regulation off the Commonwealth's web site:
4VAC10-30-170. Explosives, firearms, etc.
No person shall bring into or have in any forest any explosive or explosive substance. This regulation shall not apply to the lawful carrying of firearms and firearms ammunition.
Statutory Authority
§ 10.1-1101 of the Code of Virginia.

Former 4VAC5-40-170 derived from VR215-01-03; eff. October 14, 1970; renumbered as 4VAC10-30-170, Virginia Register Volume 22, Issue 21, eff. July 26, 2006; amended, Virginia Register Volume 27, Issue 20, eff. July 7, 2011.
