DADT could have3 been repealed by executive order by Clinton or by Obama years ago

They kept in in place because

1) they didn't want to spend any political capital on the issue because they weren't committed to it except for lip service

and

2) they wanted to keep gay people as 2nd class citizen so they could use them as a w

But for Repblitards, costs are never an issue when it comes to the
"morally right thing" to do... which is prosecute as many people, for
as many different things as they can.
