Just how does any liability New York City may or may not have translate into
the responsibility for someone from Maine, Utah or North Dakota ?

The direct answer would be you're plain wrong ...
Guiliani ran as a Republican and was elected as a Republican.

As usual, Republicans always deny their in charge when they are.
I guess I would too, as it's plain embarrassing to be a Republican at
any time.
