What Is Giuliani Afraid Of?

The talking heads at Faux News looked like they probably collectively wet themselves this morning after announcing that Rudy Giuliani was "considering" running for president. Rudy himself then appeared (well, his talking head did, anyway), and announced: "We need a strong Republican National Committee that will punish Republicans who criticize other Republicans. Look at all those incumbents who lost in the primaries!!" (emphasis in original).
Interpretation #1: Rudy thinks that Republicans like Ron Paul and various TEA Party candidates who criticize the Neocons' Big Government/Wall Street/Military-Industrial-Congressional Complex policies of corporate welfare, Fed apologetics, welfare state expansion, and unlimited warmongering should be "punished."
Interpretation #2: Rudy thinks that HE should be included in this punishment for such behavior as when he was rude and insolent toward Ron Paul during one of the GOP debates in 2007. Or when he, as a champion of abortion, criticizes pro-life Republicans, or Republicans who believe that the indiscriminate bombing and killing of thousands of innocent civilians in foreign countries is bound to have a "blowback effect."
I dunno, after flipping a coin I've chosen Interpretation# 1 as the most likely.
