You're right of course.
Let me clarify what I'm talking about then...dams are made to overflow
without rupturing in theory.
A poorly maintained dam, or one that isn't subject to regulation will
fail. Not if, but when.

And that is the case with much of the national infrastructure Bush Jr.
ignored while in office.

In the 8 years of the Bush Jr. Presidency, I did not see one highway,
bridge or any other thing being repaired by a federal agency.
Contrast this with Clinton and I saw many signs, and now I'm seeing
them again under Obama.

One exception under Bush Jr. was the huge NAFTA Mexican-Texas Trans
Corridor Highway....that he found money for.
