Searching for some ministers’ name and his original statement

Good evening, forum!

Many years ago I read a comment on the situation of hunger in the
world today, the distribution of power and weapons and the
interrelations. This text mentioned a minister of a us-administration
in the last century who stated that he is not concerned about being in
war with any other country as long as this country has to feed it's
people first before arming them.

This statement has been put in context with the observation that
industrialized nations do rule the world in many ways and the most
efficient (and subtle) is to control the distribution of food
including seeds.

The one thing I remember is that the comment has been published by
some serious media (not on the net ;-)) and so I'd like to know if any
of you can give me advise where I might find some statements like that
mentioned above.
