I shudder to think what the outcome of this will be

If you will not make the effort to vote, then the result is partly
your problem. I think one of the major things that must be done is to
ensure that election is fair and not fraudulent. All too many feel that
their vote does not count because of the fraud and in many cases they
are right. Stop the fraud and let the population think that their vote
really does make a difference and they might come out. If they don't
even then you have a real problem of the public just not giving a
damn. Playing games with the rules doesn't help. At one time an
election was important to the people and they took the day to celebrate
it. Try to get that part of the nation back and you will have done what
you need to.

Another thing is to make sure that you don't keep finding boxes of
ballots in trunks or in broom closets after the fact. Then people might
think the results are real. No doing what happened in the Washington
state governor's race a few years ago when they kept finding more
ballots even in boxes they had already emptied or in the Franken senate
race when ballots kept turning up all over the place. Nobody really
believe this is not fraud who has any sense.
