The Friday document drop is an old American Political tradition, release controversial information or make a controversial firing on a Friday, when the "a" team of media correspondents have already filed their reports and taken off for the weekend. The thought is that will prevent the information from picking up momentum and the bad news dominating the news cycle for a few days.
So it was no surprise that when it was going to release documents which show the White House North American Director of Security Affairs had more than a cursory knowledge Operation Fast and Furious, the Obama Administration released them on Friday afternoon.
Fast and Furious was a project of the Bureau of Alcohol, Tobacco and Fireworks where basically some "geniuses" high up in ATF (and possibly the DOJ and White House) thought it would be a great idea to sell assault weapons to the violent Mexican drug cartels. The US government decided--in order to fight the Mexican Drug Cartels, we should arm them and let them keep their weapons once they were used in committing crimes .
Those assault weapons ceded to the drug cartels have been used for crimes in Mexico, used to kill a Border Agent named Brian Terry <http://jeffdunetz.us2.list-manage.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=41b9a3e829&e=e1333e4251>, turned up at the scenes of violent crimes in Phoenix <http://jeffdunetz.us2.list-manage.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=e597c3c393&e=e1333e4251>, and other crimes across the country. The House Oversight Committee and Senator Grassley of the Senate Judiciary Committee has been investigating "Fast and Furious" in an attempt to identify who approved this lame-brained scheme and how can operations like this be prevented from happening in the future.
</mail/u/0/s/?view=att&th=132c67fb776eda12&attid=0.2&disp=emb&zw> <http://jeffdunetz.us2.list-manage.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=969775beed&e=e1333e4251>
Yesterday, on doc dump Friday, the White House turned over new documents in the Congressional investigation of fast and furious.
The documents show extensive communications between Bill Newell - who led Fast and Furious - and then-White House National Security Staffer Kevin O'Reilly <http://jeffdunetz.us2.list-manage1.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=0d8ac6bc47&e=e1333e4251>. While it was known that the two had contact, the documents indicate a more extensive discussion of Fast and Furious than the two previously admitted. <http://jeffdunetz.us2.list-manage1.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=cfd985604b&e=e1333e4251>
Emails indicate the two also spoke on the phone. Such detailed, direct communications between a local ATF manager in Phoenix and a White House national security staffer has raised interest among Congressional investigators looking into Fast and Furious. Newell has said he and O'Reilly are long time friends. (the documents are embedded below)
In the E-mails Newell and O' Reilly discuss ATF's gun trafficking efforts along the border including Fast and Furious case, though not by name. O' Reilly, the Director of North East Affairs for the National Security Staff of the White House seems to have more than a "friends" interest in the Phoenix office's gun trafficking cases even including weekly status reports. They do not mention specific tactics such as "letting guns walk.
A lawyer for <http://jeffdunetz.us2.list-manage.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=9200e71fee&e=e1333e4251>the White House wrote Congressional investigators: "none of the communications between ATF and the White House revealed the investigative law enforcement tactics at issue in your inquiry, let alone any decision to allow guns to 'walk.'"
Which is 100% true. Also true is the fact that the White House is with holding some documents.
However, the chief counsel to President Barack Obama, Kathryn Ruemmler, indicated that the White House was withholding an unspecified number of internal e-mails exchanged among three National Security Staff aides. "These internal NSS emails are not included in the enclosed documents because the [Executive Office of the President] has significant confidentiality interests in its internal communications.
I am willing to put money down on the fact that those " significant confidentiality interests in its internal communications" involve protecting some White House backsides.
Among the documents produced: an email in which ATF's Newell sent the White House's O'Reilly an "arrow chart reflecting the ultimate destination of firearms we intercepted and/or where the guns ended up." The chart shows arrows leading from Arizona to destinations all over Mexico.
</mail/u/0/s/?view=att&th=132c67fb776eda12&attid=0.3&disp=emb&zw> <http://jeffdunetz.us2.list-manage1.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=691277e4c4&e=e1333e4251>
In response, O'Reilly wrote on Sept. 3, 2010 "The arrow chart is really interesting - and - no surprise - implies at least that different (Drug Trafficking Organizations) in Mexico have very different and geographically distinct networks in the US for acquiring guns. Did last year's TX effort develop a similar graphic?"
Keep in mind, while the ATF was sharing some pretty charts with at least one White House official, about the movement of American purchased contraband throughout Mexico, our Mexican allies knew nothing about the program.
Congressional investigators for Republicans Rep. Darrell Issa (R-CA) and Sen. Charles Grassley (R-Iowa) have asked to interview O'Reilly by September 30. But the White House sent the North American Director on an assignment to Iraq, which last time I checked was not part of North America, but it does put him outside the reach of Congressional investigators.
One administration source says White House national security staffers were "briefed on the toplines of ongoing federal efforts, but nobody in White House knew about the investigative tactics being used in the operation, let alone any decision to let guns walk."
If that is the case, why is the White House holding back some emails, why is O'Reilly in Iraq when the White House has known since July that he would be next on the list to be questioned.
Maybe the White House knew absolutely nothing about allowing guns to walk. Maybe the ATF ignored standard procedure (and the opportunity to protect their own butts)by not asking high ups in the Department of Justice of the Fast and Furious was OK with them. And maybe even the 100 page+ worth of conversations about this secret program between the project head in ATF and the Director of North America for National Security Affairs was just friendly conversation (hey its possible American Idol wasn't good that year maybe the two buddies had nothing else to talk about), but the part I don't get is if all that is true, why is the White House withholding some documents, and making sure O'Reilly is not available to interview?
Something be rotten in the District of Columbia (the White House document dump is embedded below).

On Friday Former President Bill Clinton spoke at the dedication of a bridge at his Presidential library. During his address he complained that Republicans try to take too much credit for his welfare reform legislation and for balancing the budget. The two parties can argue about who was behind welfare reform, but no one deserves credit for balancing the budget. The truth is the United States federal budget was not balanced in any of Bill Clinton's eight years as President. Not once!
The federal government has two types of debt public debt and intra-governmental debt. Public debt is comprises securities held by investors outside the federal government, including that held by investors, the Federal Reserve System and foreign, state and local governments Intra-governmental debt comprises Treasury securities held in accounts administered by the federal government, such as the Social Security Trust Fund.
Traditionally the annual federal government budget deficit or surplus is the cash difference between government receipts and spending, ignoring intra-governmental transfers. This is a trick as intra-governmental debt needs to be repaid just like the publicly held debt. This is also how Clinton claimed a surplus in three out of his last four years. (Source for all of the numbers below, US Treasury Direct <http://jeffdunetz.us2.list-manage1.com/track/click?u=9a443c8dc3ed9a1571202cde1&id=8a56ad2d14&e=e1333e4251>

These figures include the public debt but not the intra-governmental debt. Its like paying off your American Express card while ignoring the fact that your Mastercard over the limit and months past due. Your Amex looks great but your budget is not balanced.
When the Treasury department reports the National Debt (now at $14.5 trillion) it counts both public and intra-governmental debt. Clinton's first full budget proposal in 1993 took effect in October 1993 and concluded September 1994 (FY1994) and his last started in October 2000 and ended in September 2001. Using those bookends and subtracting each year's national debt from prior years, here's the national debt at the end of each year of Clinton Budgets:

To be fair Clinton's FY 2000 budget came very close, it only added about $18 billion to the national debt, but in his last budget he was back up over $130 billion. There were no giant surpluses that Bush squandered (not that Bush wasn't a spender in his own right). But the myth of Clinton balancing the budget and producing surpluses belongs with unicorns and and elves, in the realm of myths.
In the end, neither Bill Clinton nor any Republicans deserve any credit for balancing the budget, because the truth is the budget was never balanced.

Instead of 9-9-9, How About 0-0-0?
Instead of 9-9-9, How About 0-0-0?
Posted by Laurence Vance on October 2, 2011 08:02 AM
Herman Cain's 9-9-9 tax plan has a big problem. It still gives the government too much money to spend (actually, just as much as now). Here someone proposes instead a 0-0-0 plan, which libertarians will like much better. I should point out that Ron Paul has for years advocated eliminating the income tax and replacing it with nothing and forcing Congress to cut spending to match what little revenue still comes in. He just doesn't have a goofy Republican plan. His plan is called "freedom to keep the fruits of your labor."

The 0-0-0 Plan
By David Hanson
September 30, 2011
When Herman Cain was announced as the next speaker at the Florida Presidency V Straw Poll last week, the crowd thundered in ovation. I leaned over to an audience member, "He's going to place in the top three." Cain went on to capture first in the contest. Since then, he has enjoyed a rather nice media surge as Republicans take a second look at a candidate once thought to be destined for neglect.
One cannot deny Cain's impressive leadership skills. His interview and debate performances have revealed a cunning marketing mind adept at using conviction and wit to remain competitive in the presidential contest. Cain's personal narrative of overcoming adversity, whether financial or medical, through sheer grit is compelling. Many are beginning to rightly admire his pragmatic problem-solver approach to difficult political issues.
Indeed, there is much to like about the man. However, his campaign centerpiece, the memorable 9-9-9 Plan, is not the solution to America's economic woes.
Cain's proposal is quite specific:
Replace the current federal tax code with a 9 percent personal income tax, a 9 percent national sales tax and a 9 percent corporate income tax.
Simple enough; 9-9-9 might actually be a step up from our current situation. But, then again, we're talking about the federal government. Its main problem is spending. Cain's 9-9-9 Plan would sustain the same general level of federal revenue. It would do nothing to address the national debt crisis we face. For example, the plan does nothing to curb the hidden inflation the Federal Reserve System causes when it creates money to fund new programs.
The plan has more problems. A national sales tax is the last thing the country needs with ever-increasing rates of inflation. With the price of food, energy and other needs rising, a sales tax would compound the financial burden of millions of poor and middle-class Americans.
Given historical precedent of federal tax policies, there is a very real chance that a 9 percent sales tax would rise rapidly to sustain future Washington spending binges. Remember, the federal income tax rate was originally set at a maximum rate of 7 percent. Expecting Congress to jealously guard any hike in sales or income taxes is just naïve.
So, while I admire Cain's attempted solution, I will offer one better. I call it …
The 0-0-0 Plan.
It goes something like this.
Federal personal income tax: None
National sales tax: None
Corporate income tax: None
Say it with me. None, None, None!
Naysayers will likely note that without those taxes, there will not be enough revenue to cover current spending. That's precisely the point. As Cain frequently notes, the first step in problem-solving is to identify the target. The target must be our crippling national debt.
Tax tinkering that enables current spending will do nothing to prevent the ever-inflating dollar bubble. Once the bubble pops, paychecks and entitlements will not be worth the paper on which they're printed. Americans will face an unprecedented level of economic misery. To prevent this crisis, we must dramatically reduce foreign and domestic spending.
By abolishing personal and corporate income taxes, job creation would explode. People prosper when they enjoy the full fruits of their labor.
Under my 0-0-0 Plan, Social Security and Medicare taxes would remain but, more importantly, the programs could be salvaged with savings from foreign spending cuts. Other programs can be funded by excise taxes, fees and tariffs already available.
If there is still a federal shortfall, any additional taxes should be levied against the states. Let's take the tax burden off individuals and place it on governments for once. I think a federal tax of 10-20 percent on all state budgets should more than suffice. Based on current state budgets, such a tax could generate hundreds of billions of additional federal revenue. Of course, state legislatures will try to increase their own taxes to shift the burden back to individuals. Yet constituents can keep local assemblies much more accountable than a distant federal government.
Now, I am under no illusions that such sweeping reforms will be easy to execute. Washington will kick and scream all the way. We'll experience acute pain, too. But the consequences of maintaining current spending levels will create deeper, longer-lasting poverty for all of us.
To accomplish the 0-0-0 Plan, we need masters of both communication and economics. Cain demonstrates the first but not the latter. Yet his and other recent figures' successes illustrate: America can embrace dramatic change when prompted by charismatic leaders.
