Actually the answers to both questions is a resounding yes.    If you think private enterprise can't do things cheaper than the government, then you really need to open a store selling what you are smoking.   There would be a huge market for it in Castro and Haight Ashbury and the East Village.

What I want government to do is what they are tasked with in the Constitution and let the people take responsibility for themselves.  The people know what they need a whole lot better than the govt knows what the people need.

 Dick you must be on drugs. Even your infinitely small brain can't possibly be telling me that there is no cause for government to exist at all.  The questions are: 1. does private enterprise work for the American people, or their own interests? 2. does private enterprise do things cheaper than government?  Both of these questions relating to these particular issues can be answered with a resounding, no.  If it were left purely to private enterprise to put a man on the moon...you'd still be waiting and the Russians and Chinese would have won that race.
