WASHINGTON – Eddie Pressley, 41, a former U.S. Army contracting
official, was sentenced in Birmingham, Ala., for his participation in
a bribery and money laundering scheme related to bribes paid for
contracts awarded in support of the Iraq war, announced Assistant
Attorney General Lanny A. Breuer of the Justice Department's Criminal
Division.

U.S. District Judge Virginia Emerson Hopkins sentenced Eddie Pressley
late yesterday to 144 months in prison and ordered him to serve three
years of supervised release following the prison term. The court said
it would also require Pressley to forfeit $21 million as well as real
estate and several automobiles.

"Mr. Pressley participated in a wide-ranging scheme to steer U.S. Army
contracts to particular providers in exchange for personal, illegal
profit," said Assistant Attorney General Breuer. "Taking in nearly $3
million, he enlisted his wife to help him conceal the nature of his
bribes and created phony paperwork to keep the scheme going. This
sentence sends the message loud and clear that we will not tolerate
corruption of any kind, and are determined to hold corrupt officials
accountable."

"This contracting scheme was driven by greed and is in no way
representative of the vast majority of public officials and government
contractors who work hard to serve our military," said James McJunkin,
Assistant Director of the FBI's Washington Field Office. "The FBI will
continue to investigate contracting fraud which deprives the U.S.
government of taxpayer dollars, regardless of where it occurs."

"I am pleased to see a perpetrator of criminal activity in Iraq
justly sentenced," said Stuart W. Bowen Jr., Special Inspector General
for Iraq Reconstruction (SIGIR). "This individual sought to enrich
himself at the expense of U.S. taxpayers. SIGIR's investigations team
will continue to pursue criminals operating in Iraq and bring them to
justice."

"This sentence sends a clear message of deterrence to anyone
contemplating such an egregious breach of public trust. It is not a
matter of if you will be caught, but a matter of when," said James K.
Podolak, director of Army CID's Major Procurement Fraud Unit (MPFU).
"The outcome of this investigation is yet another testament to the
teamwork among the special agents of the U.S. Army Criminal
Investigation Command's MPFU and our fellow federal law enforcement
agencies."

"This sentencing represents the seriousness with which the government
will pursue corruption among its ranks," said Special Agent in Charge
Robert E. Craig for the Defense Criminal Investigative Service. "The
Defense Criminal Investigative Service stands with our service members
as they deploy throughout the world and will root out shameless
bribery schemes such as this one perpetrated by Mr. Pressley. DCIS
continues to work alongside our investigative partners at Army CID,
SIGIR, FBI, IRS-CI, and Public Integrity to jointly bring these
matters to justice."

Eddie Pressley, and his wife Eurica Pressley, were found guilty at
trial on March 1, 2011, of one count of bribery, one count of
conspiracy to commit bribery, eight counts of honest services fraud,
one count of money laundering conspiracy and 11 counts of engaging in
monetary transactions with criminal proceeds. A sentencing date for
Eurica Pressley has not yet been scheduled by the court.

The case against the Pressleys arose from a corruption probe focusing
on Camp Arifjan, a U.S. military base in Kuwait. As a result of this
investigation, 17 individuals, including the Pressleys, have pleaded
guilty or been found guilty at trial for their roles in the scheme.

Evidence presented at trial showed that Eddie Pressley took various
actions to benefit certain contractors who paid him bribes, including
Terry Hall. Pressley served as a U.S. Army contracting official at
Camp Arifjan between 2004 and 2005. From spring 2004 through fall
2007, Hall operated and had an interest in several companies,
including Freedom Consulting and Catering Co. and Total Government
Allegiance. In February 2005, Eddie Pressley arranged for Hall to
obtain a blanket purchase agreement (BPA) to deliver goods and
services to the U.S. Department of Defense (DoD) and its components in
Kuwait and elsewhere.

A BPA is a type of contract by which the DoD agrees to pay a
contractor a specified price for a particular good or service. Based
on a BPA, the DoD orders the supplies on an as-needed basis. The
contractor is then obligated to deliver the supplies ordered at the
price agreed upon in the BPA. The term for such an order by the DoD is
a "call."

According to Hall's testimony and other evidence presented at trial,
Pressley demanded a $50,000 bribe before he would issue bottled water
calls to Hall. Hall testified that in April 2005, he and his
associates arranged for Pressley to receive the money in a bank
account established in the name of a shell company, EGP Business
Solutions Inc.

Hall's testimony and other evidence at trial showed that soon after
the $50,000 bribe was paid, Pressley and John Cockerham, another U.S.
Army contracting official, increased the bribe demand to $1.6 million,
which consisted of $800,000 for Pressley and $800,000 for Cockerham.
After Hall and others agreed to pay the money, Pressley and Cockerham
took various official acts to benefit Hall, including, among other
things, issuing calls for bottled water and fencing, arranging for
Hall to receive a fence contract and modifying Hall's BPA to remove
the upper limit of the money Hall could receive from the DoD under the
bottled water BPA.

Evidence at trial also showed that Eddie Pressley enlisted the help of
his wife to receive the bribes. On March 9, 2005, he sent his wife an
email in which he told her, among other things: "You will be getting
some paperwork with your maiden name on it"; "I need you to sign it
and mail to whatevery (sic) address on it"; "I am doing some
consulting"; and "Of course I am not going to turn down any money, but
I can't have anyone paying me in my name because I am in the military
so I had them put everything in your maiden name."

According to evidence presented at trial, Eurica Pressley traveled to
Dubai in May 2005 and to the Cayman Islands in June 2005 to open bank
accounts to receive the bribe money. She also took control of the U.S.-
based account in the name of EGP Business Solutions Inc. A law
enforcement agent testified at the trial about various false and
misleading statements Eurica Pressley made to him during a voluntary
interview at her home, including her denial that she had any foreign
bank accounts. In addition, the evidence presented at trial
demonstrated that the Pressleys, Hall and others attempted to conceal
the true nature of their corrupt scheme by having Eurica Pressley
execute bogus "consulting agreements." They also prepared false
invoices that were designed to justify the bribe payments as payment
for non-existent "consulting services."

Bank statements and wire transfer reports demonstrated that, in total,
the Pressleys received approximately $2.9 million in bribe payments,
approximately $1.6 million of which consisted of payments from other
contractors that Hall facilitated for Eddie Pressley. Evidence
presented at trial showed that the Pressleys used the money to
purchase real estate, expensive automobiles and home decorating
services, among other things.

Former U.S. Army Major James Momon also testified at trial that Eddie
Pressley and Cockerham recruited him to join the bribe scheme and that
he took various official acts to receive bribes from some of the same
contractors who paid Pressley and Cockerham, including Hall.
Additionally, he testified that Pressley told him that if they got
caught they would spend "six years in jail" and that Cockerham and
Pressley warned him to be careful.

On Jan. 31, 2008, Cockerham pleaded guilty to participating in a
bribery and money laundering scheme at Camp Arifjan. He was sentenced
on Dec. 2, 2009, to 210 months in prison and ordered to pay $9.6
million in restitution.

On Feb. 18, 2010, Hall pleaded guilty to bribery conspiracy and money
laundering conspiracy and agreed to forfeit $15.7 million to the U.S.
government in connection with his payment of more than $3 million in
bribes to Cockerham, Eddie Pressley, Momon and Christopher Murray. He
is scheduled to be sentenced on Feb. 23, 2012.

On Aug. 13, 2009, Momon pleaded guilty to receiving approximately $1.6
million in bribes and agreed to pay $5.7 million in restitution.
Momon's sentencing has not yet been scheduled. On Jan. 8, 2009, Murray
pleaded guilty to charges of bribery and making a false statement. He
was sentenced on Dec. 17, 2009, to 57 months in prison and ordered to
pay $245,000 in restitution.

The case is being prosecuted by Trial Attorneys Peter C. Sprung and
Edward J. Loya, Jr. of the Criminal Division's Public Integrity
Section. Assistance was also provided by the Criminal Division's
Office of International Affairs. The cases are being investigated by
the Army CID, DCIS, ICE, FBI, IRS-CI, SIGIR and the International
Contract Corruption Task Force (ICCTF). The ICCTF is a joint law
enforcement agency task force that seeks to detect, investigate and
dismantle corruption and contract fraud resulting from U.S. Overseas
Contingency Operations worldwide, including in Kuwait, Afghanistan and
Iraq.

**JP** Sinking the Petrodollar in the Persian Gulf




These days, with a crisis atmosphere growing in the Persian Gulf, a little history lesson about the U.S. and Iran might be just what the doctor ordered.  Here, then, are a few high- (or low-) lights from their relationship over the last half-century-plus:

Summer 1953: The CIA and British intelligence hatch a plot for a coup that overthrows a democratically elected government in Iran intent on nationalizing that country's oil industry.  In its place, they put an autocrat, the young Shah of Iran, and his soon-to-be feared secret police.  He runs the country as his repressive fiefdom for a quarter-century, becoming Washington's "bulwark" in the Persian Gulf -- until overthrown in 1979 by a home-grown revolutionary movement, which ushers in the rule of Ayatollah Khomeini and the mullahs.  While Khomeini & Co. were hardly Washington's men, thanks to that 1953 coup they were, in a sense, its own political offspring.  In other words, the fatal decision to overthrow a popular democratic government shaped the Iranian world Washington now loathes, and even then oil was at the bottom of things.

1967: Under the U.S. "Atoms for Peace" program, started in the 1950s by President Dwight D. Eisenhower, the Shah is allowed to buy a 5-megawatt, light-water type research reactor for Tehran (which -- call it irony -- is still playing a role in the dispute over the Iranian nuclear program).  Defense Department officials did worry at the time that the Shah might use the "peaceful atom" as a basis for a future weapons program or that nuclear materials might fall into the wrong hands.  "An aggressive successor to the Shah," went a 1974 Pentagon memo, "might consider nuclear weapons the final item needed to establish Iran's complete military dominance of the region."  But that didn't stop them from aiding and abetting the creation of an Iranian nuclear program.

The Shah, like his Islamic successors, argued that such a program was Iran's national "right" and dreamed of a country that would get significant portions of its electricity from a string of nuclear plants.  As a 1970s ad by a group of American power companies put the matter: "The Shah of Iran is sitting on top of one of the largest reservoirs of oil in the world.  Yet he's building two nuclear plants and planning two more to provide electricity for his country.  He knows the oil is running out -- and time with it."  In other words, the U.S. nuclear program was the genesis for the Iranian one that Washington now so despises.

September 1980: Iraqi ruler Saddam Hussein launches a war of aggression against Ayatollah Khomeini's Iran.  In the early 1980s, he becomes Washington's man, our "bulwark" in the Persian Gulf, and we offer him our hand -- and also "detailed information" on Iranian deployments and tactical planning that help him use his chemical weapons more effectively against the Iranian military.  Oh, and just to make sure things turn out really, really well, the Reagan administration also decides to sell missiles and other arms to Ayatollah Khomeini's Iran on the sly, part of what became known as the "Iran-Contra Affair" and which almost brings down the president and his men.  Success!

March 2003: Saddam Hussein is, by now, no longer our man in Baghdad but a new "Hitler" who, top Washington officials claim, undoubtedly has a nuclear weapons program that could someday leave mushroom clouds rising over U.S. cities.  So the Bush administration launches a war of aggression against Iraq, which like Iran just happens to -- in the words of Deputy Secretary of Defense Paul Wolfowitz -- "float on a sea of oil."  (Bush officials hope, in the wake of a "cakewalk" of a war to revive that country's oil industry, to privatize it, and use it to destroy OPEC, driving down the price of oil on world markets.)  Nine years later, a Shiite government is in power in Baghdad closely allied with Tehran, which has gained regional strength and influence thanks to the disastrous U.S. occupation.

So call it an unblemished record of a kind not easy to find.  In more than 50 years, America's leaders have never made a move in Iran (or near it) that didn't lead to unexpected and unpleasant blowback.  Now, another administration in Washington, after years of what can only be called acovert war against Iran, is preparing yet another set of clever maneuvers -- this time sanctions against Iran's central bank meant to cripple the country's oil industry and crack open the economy followed by no one knows what.

And honestly, I mean, really, given past history, what could possibly go wrong?  Regime change in Iran?  It's bound to be a slam dunk and if you don't believe it, check out Pepe Escobar, that fabulous peripatetic reporter for Asia Times

No name calling there PlainOl.  Actually, there really wasn't any disagreement.  I too agree that ALL former convicted felons who have served their time, and paid a price for their purported transgressions, should not be disenfranchised.
 
Romney's only point, was that he would disallow those convicted of violent crimes the ability to vote.

More than 1.4 million Americans are wearing the colors of more than 33,000 gangs across the country, according to a report by the Federal Bureau of Investigation.

Based on evidence from federal, state, local, and tribal law enforcement, the FBI says gangs commit 48% of violent crime, and are only becoming more dangerous. Some even source weapons from the military.

While many of these groups are regional and only loosely organized, many gangs are expanding their ranks and establishing themselves at international levels.

The 18th Street Gang is considered the largest street gang in California

One of the most well-known of the "Sureño" gangs in Southern California, the 18th Street Gang is said to be responsible for at least one robbery or assault a day in Los Angeles County. The gang is one of the most rapidly expanding criminal groups in the country, with a reach that extends across 32 states, from Maryland to Hawaii.

Though loosely connected, the gang is thought to be the largest street gang in California, with roughly 15,000 members.

18th Street gangsters have been linked to homicide, extortion, alien smuggling, drug smuggling, and auto theft,. They have also infiltrated the U.S. military.

 

Florencia 13 members have been caught buying weapons from U.S. military personnel

Another rapidly expanding Sureño gang, Florencia 13, works closely with the Mexican Mafia and is a rival of the 18th Street set. Based out of South Los Angeles, Florencia 13 is part of a terrifying gang war scene that has turned L.A. into one of the most dangerous counties in the country.

It also has members and influence in states like Virginia and Iowa.

The gang has racked up charges ranging from piracy to conspiracy to sell drugs and murder over the last few years. They also have been cited as another gang infiltrating the U.S. military. In 2010, six members were given life sentences out of the 94 that pleaded guilty to their crimes.

Barrio Azteca has ties to several major Mexican drug trafficking organizations

Originally based out of El Paso, Texas, Los Aztecas have become a powerful paramilitary force on both sides of the Mexico border. Now many of the gang's members are recruited from Texas prisons, and some of its work takes place inside prison walls, such as heroin production.

Los Aztecas work with the Juarez cartel and Los Zetas running drugs, smuggling illegal aliens and murdering consulate officials.The gang has a military structure that has helped keep order.

In March 2011, 35 members of the gang were charged with a variety of crimes, including 10 gangsters involved in the murder of the U.S. Consulate employee and several family members.

Juggalos are somewhere between ridiculous and dangerous

Originally just the crazed and face-painted fans of the horrorcore rap group Insane Clown Posse, "Juggalos" have become a non-traditional hybrid gang with a loose structure and unclear motives.

Many Juggalos only engage in low-level crime, like simple drug possession and theft. But the FBI has noticed increasingly gang-like behavior, such as forming organized subsets and committing more serious crimes, "such as felony assaults, thefts, robberies, and drug sales."

Though only recognized as a gang in four states, the already established Juggalo culture has aided the transition to greater violence and gang-like activity. The transient nature of the group makes it hard to locate exact pockets of influence, but Juggalo activity has been noted in states like California, Pennsylvania and Utah.

The Almighty Latin King Nation is said to be the largest Hispanic street gang in the country

Originally formed in Chicago in the 1940s, the strictly organized structure of the Latin Kings has helped them become the biggest Hispanic gang in the U.S. The gang's influence stretches to 34 states, and there an estimated 18,000 members in Chicago alone.

Though the gang is splintered into the original Chicago clique and an east coast set, all members subscribe to being Latin Kings. All gang members subscribe to the group's religious aesthetic, which calls for the eventual rebirth of a member as a New King, enlightened and ready to serve the downtrodden peoples of the world.

The Kings have been the subject of multiple federal operations, looking to arrest gang members and limit the group's growing influence. Recently, the latest sting produced a conviction of Augustin "Tino" Zambrano, considered to the be the highest ranking out-of-prison member in the nation.

Somali gangs are seeing increasing influence in places like Minnesota

While some Somali immigrants adopt Blood or Crip membership, separate Somali gangs are becoming more prevalent across the country. They often experience tension with other African-American gangs, such as groups comprised of Ethiopian refugees.

Somali gangs have been involved in alien smuggling, human trafficking, credit card fraud, prostitution and violent crime.

Strangely, the biggest pockets of Somali gangs can be found in states like Minnesota, Washington, and Missouri.

MS-13 is the gang that has the FBI most worried

Mara Salvatrucha is perhaps the most dangerous gang in the country at this point. Originating in El Salvador, the gang has gone transnational, with members across the United States (in 42 states) and in countries like Guatemala and Mexico.

MS-13 has worked with Mexican drug cartels and communicates frequently with incarcerated members despite no official leadership structure.

The gang is notoriously violent, relentlessly cruel and merciless, with plenty of well-documented public crimes, such as a San Francisco member who killed a family for briefly blocking his car.

Though the gang is included in the 2011 Gang Assessment, the FBI has a separate section, and an MS-13 Task Force, dedicated to stopping the group and alerting the public of the threat it poses.

The Trinitarios is the fastest-growing gang in New York

Formed in New York's prison system in the 1980s, the ultra-violent Trinitarios quickly spread to the streets as inmates were released. Its influence is now felt in all five boroughs of New York and in at least 10 states covering all corners of the country.

The predominantly Dominican gang, with deadly rivalries with Bloods, Crips and Dominicans Don't Play (DDP), is notorious for recruiting in high schools throughout New York and New Jersey, and is said to be behind a number of teen shootings and machete deaths.

Last year the FBI locked up the leader of the Trinitarios' Long Island chapter on drug charges, and another 50 members were captured in The Bronx in a raid linked to illegal firearms and numerous murders — especially around Upper Manhattan.

Hermanos de Pistoleros Latinos runs Texas' prisons

Another prison gang, Pistoleros Latinos, was born in, and now dominates, Texas' correctional facilities. Outside, the Hispanic group owns the streets of Laredo, in the state's south, and has strong ties to Mexican drug-runners across the border.

Pistoleros Latinos is heavily organized with its own constitution, traditions and life-long membership, often marked by life-size tattoos of handguns inked just above operatives' pants-lines.

The group's leader, Jesus Espinosa, is serving a life sentence for drug trafficking — Hermanos Pistoleros is known to be a huge importer and seller of cocaine and marijuana. The gang has also been linked to armed burglaries, car-jacking, prison gambling and protection rackets, inmate assaults, staff intimidation and multiple murders.

The Mexican Mafia is the oldest, most powerful prison gang in the U.S.

Most Latino gangsters who are incarcerated in southern California throw aside old rivalries and unite under the banner of the Mexican Mafia.

Formed in a juvenile correctional facility in Tracy, California in the 1950s, the group has steadily grown in size and extended its reach into Arizona, New Mexico and Texas. Control is now shared by hundreds of operatives in prisons right throughout those states, with the power to order thousands of loyalists to murder guards and other enemies. They also run the drug trade and various rackets within institutions.

The group commands influence on the outside, too. In 2010, 20 members were arrested for running drugs and carrying out stabbing murders ordered from within the prison system. Others have infiltrated the US military.

The Mongols battle with brass knuckles, pipes and steel-toed boots

In a swipe at the American Motorcycle Association, which is said to have claimed 99% of bike riders are law abiding citizens, the Mongols proudly identify as "one-per-centers". The outlaw biker gang is allied with the Bandidos, Outlaws, and the Sons of Silence.

The crime syndicate, formed by Hispanic Vietnam vets who were denied membership to the Hells Angels, is headquartered in southern California but has a presence in 14 states and runs international chapters in Australia, Germany, Italy, Mexico and parts of Scandinavia. They war openly and violently with rival gangs — a nightclub brawl in New Mexico last year ended with a double homicide.

In 2008, a three-year federal sting resulted in the arrest of 61 Mongols on offenses including racketeering, murder, drug trafficking and money laundering. Their weapons of choice include guns, knives, brass knuckles, lead pipes and steel-toed boots.

The Vagos Motorcycle Club are at war with the Hells Angels and police

Originally known as "The Psychos", the Vagos Motorcycle Club is a violent crime organization active throughout southern California.

Vagos, many military trained, are notoriously ruthless with their enemies and have declared war on law enforcement. A recent spat with the Hells Angels over the turf surrounding a Starbucks store in California left two people dead and eight others wounded. Thirty more members were arrested over a separate plan to kill police detectives with home-made booby traps.

The gang is known for producing and selling narcotics, an operation backed up with a cache of weapons and a long history of assaults, extortion, thievery and money laundering. They have also been accused of witness intimidation and insurance fraud.

Wheels of Soul members are judged by their brutality

The Wheels of Soul is a predominantly black, national biker gang headquarted in Philadelphia. A spate of arrests last month suggests the group is criminally active in at least six other states.

Gang members are encouraged to strive for "1%er" or "Diamond" status within the group through particularly cruel acts violence. Members currently stand accused of stabbing a rival gang member in the head and shooting another in the stomach in a recent attack at a Chicago motorcycle club.

According to a federal indictment in December, the Wheels of Soul also orchestrates robberies and kidnappings and is involved in the production and sale of drugs.
