Perhaps we have highlighted (again) yet another of your difficulties. When you ignore common definitions of words, it is difficult to convey your message in any meaningful way.
Constitutional, as noted previously is of or by the Constitution. The Senate is constitutional -- by definition.

The TSA reports that tens of thousands of passengers have had wallets and other personal items stolen when they are called out for enhanced screening. Apparently, there have been so many claims, the TSA has started refusing to pay many of them now. Just another inconvenience for which we have Muslims to thank.
