You will need to better explain your latest fallacious effort.

Naturalization has to do with becoming a Citizen -- not immigration.
If you imagine the Constitution provides authority for Immigration OR
the FDA, then provide the article, section and clause or amendment.
You will not find such enumeration.

Ever read THIS:
The powers not delegated to the United States by the Constitution,
nor prohibited by it to the States, are reserved to the States
respectively, or to the people.

Notice that there is no power delegated for Immigration (your wishing
that naturalization was somehow other than what it is notwithstanding).
Notice that there is no power delegated for the FDA.
