Only 55% African American now. Large Mexican, El Salvadorian, Ethiopian and other populations, plus thousands of new yuppies, mainly white or Asian. (DC has whole upper middle class black neighborhoods as well, and has for decades. I included them in the safe zone in my guide, as they are all west of 14th street NW. Being black in DC does not mean you are poor, even though most poor people here are black.)
-- Almost every dangerous neighborhood west of 13th Street NW (20 years ago everything between 13th and 15th was bad) now gentrified. Massachusetts Avenue and Pennsylvania Avenue and any area between them gentrified all the way over to the Capitol, with luxury apartments with pools on top (and NPR's offices etc). Most of NE Capitol Hill gentrified. The area along H street NE between Capitol Hill and Catholic University gentrified.
The area with seedy bars and strip shows in SW DC all torn down 5 years ago with new baseball stadium and several luxury high rise condos and coops and apartment buildings and hotels. SOME STILL BEING BUILT EVEN NOW!
Your tax dollars at work. Clinton-Bush-Obama radically expanded federal government and have imported many lawyers and economist etc who make $75000-$125000 a year to work 40 hrs a week at a desk planning your life and taxing you. They have displaced unemployed and working class African Americans who have moved to Prince Georges County Maryland and older blacks who owned large Victorian houses in the slums sold them to the yuppies for $400,000 and up as prices rose, and retired comfortably to their originally hometowns in the Carolinas.

have things changed this much in DC? I lived in the area for 20+ years, and throughout that time DC was mostly back and mostly poor. Some areas were upgraded, as govt employees began buying houses and townhouses there, but DC was still predominantly black. Has that changed?

The politicians, bureaucrats, lobbyists and campaign strategists who live here constantly throw away their 2 year old Mitchell Gold ottomans and Pottery Barn armoires and replace them with even posher oriental rugs and imported French antiques. Paid for with YOUR tax dollars.
So come in a Scott Brown truck or Mama Grizzly station wagon. (And there is no shame in that, these people have already spat at you all year calling you a dumb hick, so why would you care what they think?) You don't even have to go to the dump. Just drive through the alleys in between the streets. Gently used lamps, TVs, rugs, chairs, book cases, end tables, all yours for the taking, sitting beside the recycling and trash cans. And it is environmentally conscious to do so!
