Without going and researching this (again) the several states, (namely Connecticut and then later, California) got into the marriage contract business because of (A) Divorces; (B) Miscegination; and as your rightfully point out, (3) Revenue.

This gives government a chance to tax (license fee) and enter into a contract (three parties are involved) with non-religious people so that the state can take control of your lives and the lives of your children if you don't raise them as the state deems fit.
I cannot understand why anyone would want to enter into a contract (in this case a marriage license) with any form of government. Why are people so insecure with their lives that they must seek permission from government to do what comes naturally?
Who did people go to for permission before there were governments?
