北京银行成立16年来利用违法犯罪手段发展壮大，其犯罪行为覆盖了中央和北京市各级党政机关企事业单位。2005年北京市政府勾结中国银监会利用北京银行第四次增资扩股的机会批准北京银行违法公开发行了一亿股原始股，中国银监会给北京银行的法律批文"京银监复[2004]871号"规定仅限于向内部职工发行股份，北京银行没有按照中国银监会的法律批文操作，没有向内部职工发行，而是利用原始股行贿，违法向社会公开发行了一亿股份，违法发行金额2亿元人民币，违法发行对象532人，触犯了中国刑法第一百七十九条，犯了"擅自发行股票罪"。
这是胡锦涛、温家宝为了收买权贵搞的普惠制，一亿股北京银行原始股违法公开发行给了五百多家权贵的子孙，其中有大量未成年人，刑事罪犯北京银行董事长阎冰竹靠这份功劳当上了中共十七大党代表和第十一届全国政协委员。
2007年9月中国证监会批准北京银行违法上市，根据《中国证券法》第五十条和《首次公开发行股票并上市管理办法》第二十五条的规定，违法公开发行股份的重大刑事犯罪发生在上市前三年内，北京银行不具有上市资格，北京银行必须退市。
当月底北京银行违法公开发行一亿股原始股的事情曝光，这一事件被称为"北京银行婴儿股东事件"，我是主要揭露者之一。全国人民群情激愤，群起声讨北京银行和中国证监会。中纪委拒绝受理此案，中国证监会、中国银监会保持沉默，专家教授出面替北京银行狡辩，北京市政府和北京银行展开危机公关，所有积极挖掘婴儿股东身份的媒体记者都被封口，中国主要网站全面删除了有关北京银行的负面消息。北京银行的破产就是他们自己的破产，胡锦涛、温家宝政府否认北京银行犯罪，在他们的严密保护下北京银行未受任何法律制裁。
从2005年到2008年，中国证监会违反中国证券法的规定，允许证券公司违法创设股改权证公开在证券交易所抢劫了1000亿的财富，几十万投资者破产，多人自杀身亡，要求赔偿损失的投资者均被镇压。
2001年我在北京银行工作期间受排挤打压，北京银行及其帮凶黑后台用流氓手段砸我全家的饭碗，我被迫辞职后开始揭露北京银行违法犯罪行为，追求自由民主，批判北京银行的黑后台胡锦涛、温家宝政府工作中存在的严重问题，特别是金融领域的贱卖中国银行业案、操纵证券市场违法创设股改权证案和北京银行违法公开发行一亿股原始股违法上市案等。
2008年4月我被他们打击报复，胡锦涛、温家宝政府用"煽动颠覆国家政权罪"刑事拘留我，在看守所警察说我反对和诽谤胡锦涛、温家宝，诬告北京银行，胡锦涛、温家宝很生气，逼迫我给胡锦涛、温家宝写道谦信，后把我关押在精神病院，用药物迫害我，总共被关押了186天。释放时警告我和我父母，不能再发表民主文章，不能再批评胡锦涛、温家宝，不能再揭发北京银行的罪行，否则长期关押在精神病院。污蔑我为精神病是为了终身迫害我，以此来保护他们的非法利益，只要我还敢揭露他们的恶行，他们就敢随时再把我关进精神病院，同时宣布我的揭露是精神病言论，全世界人民都不要相信。这就是胡锦涛、温家宝追求和宣扬的铁案。
胡锦涛、温家宝政府一直监视着我家，公然迫害老革命后代、民主正义人士全家，为了以后能过上不受威胁的自由的正常生活，我只能逃亡国外求助于昔日的反法西斯盟友。2009年初，我非公开向国外发出了政治避难申请，被胡锦涛、温家宝政府侦测到，为了阻止我出国维权揭露他们的执政恶行，他们残忍地打残了我姐。三年来，公安局、卫生局、司法局、法院、司法鉴定机构、医院等有关部门串通一气，集体造假拖延时间，给凶手通风报信，掩护凶手逃避，不负任何刑事责任和民事责任，北京的医生不给我姐做手术，使我姐至今得不到手术治疗，导致我姐股骨头坏死，丧失了劳动能力。胡锦涛、温家宝政府几次威胁要再把我关进精神病院，他们认为这样还不能彻底把我家困在中国，在网上用我的名义散布恐怖信息，又妄图把我污蔑为恐怖分子。
从2001年至今，十一年来，北京银行及其帮凶黑后台和胡锦涛、温家宝政府不断威胁恐吓用黑恶流氓手段残酷迫害我和我全家，他们断绝我家在中国的生存发展，杀我家一人，打残我家一人，打伤我家二人，对我全家进行终身迫害。我祖辈出生入死打下的天下，我父辈流血流汗守住的江山，到我这一辈才是第三代就被胡锦涛、温家宝政府非法剥夺了政治权力、维护国家法律的公民权力和他们一再标榜的人的第一权力――生存权。
高喊着民主法治要让腐败者身败名裂家破人亡骗取人民信任的胡锦涛、温家宝，充当刑事罪犯的黑后台和保护伞，压制民主破坏法律践踏人权，真正做到了让响应号召反腐败的人民群众身败名裂家破人亡，我家就是活生生的例子。十年来反腐败越反越腐败，越反腐败分子越多越凶恶，他们不是反腐败而是真腐败，不是与腐败水火不容，而是与腐败水乳交容。他们不择手段保护同伙，保护同伙成为不受党纪国法约束的特殊党员和特殊资本家，给了北京银行几乎所有荣誉称号，越犯罪越光荣，越腐败越先进。不择手段铲除异己，想用什么罪名迫害就用什么罪名迫害，想用什么手段迫害就用什么手段迫害，想迫害多久就迫害多久，只要还敢让他们不高兴就敢终身监禁。胡锦涛、温家宝政府凌驾于法律之上，毫无道德、公理、正义、人性。
我准备在美国起诉北京银行和中国政府以及相关刑事罪犯，维护我家的权益。要求法院判决违法上市的北京银行退市，创设股改权证违法，中国证监会，中国银监会，北京市政府，北京银行，参与违法创设股改权证的26家证券公司共同赔偿二级市场投资者的损失。要求中国政府对我家的政治迫害、经济迫害、精神迫害和人身伤害赔偿我家200亿美元，并申请法院强制执行，用中国政府持有的美国国债支付。其他被中国政府迫害流亡海外的民主正义人士参照此例申请赔偿，瓜分中国政府持有的美国国债，然后回国参加政治改革，建设民主法制中国。
这个损失是巨大的，北京银行，它的上市承销商中信证券（中国最大的证券公司，在上海上市，也在香港上市）和中信建投证券等肯定会破产，其余的要中国银监会，中国证监会，北京市政府和其它证券公司赔偿。中国将爆发政治危机和金融危机，中央和北京市将会有上万高官落马，中国社会也会随之改变。
当法院判决传回中国时，北京银行婴儿股东事件和违法创设股改权证事件在全国人民心里造成的巨大影响力将充分爆发。中国政府在美国的投资损失50%，拥有一万亿元人民币资产在北京当地有重要影响的北京银行破产和中国主要证券公司垮台，会导致上证股指跌到1000点以下，下跌60～70%，此时我们可以在纽约证交所，香港联交所，新加坡交易所卖空中国金融产品赚得暴利。这一危机是短暂的，在新的中国政府的坚强领导之下，中国股市会迅速反弹，上涨二至三倍，我们再买多中国金融产品又可获得更加巨大的暴利。这一过程还会影响到石油期货，黄金期货，其它商品期货，创造出更多的获利机会。
