Unfortuntely it is funny  Especially only FIVE bags per household.  Would not hold back Rock Creek during a drought.

Government is irrational–which is more important–honesty in the voting booth or a misgiven sandbag in the middle of a hurricane? Consider the following from Publius: "Alexa [from Alexashrugged.com] noted this specific part: 'Residents, with DC identification, may pick up sandbags (up to five per household) at RFK Stadium, Lot 7.'
