Greg, You have it correct, though you used some terrible examples....

Had Manson's execution date been prior to the law change he would have
been executed. He gained immunity from that punishment with the '72
California Supreme court ruling as did every other prisoner. It was
NOT a moratorium in California.... it was made illegal.

Before Roe v Wade women were sent to jail for abortions.The ruling
stopped all legal activities against them, therefore they were still
chargeable, it was just not possible to start the proceeding. ....Keep
in mind that Abortion was never made legal..... the prosecution for
for abortion was made illegal.... and that is not just semantics.
Women that were in jail for abortion served out their sentences.

The Vietnam draft dodgers were Pardoned by Carter on his first day in
the White House.
