Marriage is not a "Right". It is a State sanctioned "institution" requiring a State license for which there are many and varied rules from depending on the State you are in.
Some require residency, others do not. Some require blood tests, others do not. Some allow cousins to marry, others do not. Some allow Minors to marry, others do not. "Rights" do not have varied and differing LEGAL applications.
This does not belong on this list.
