This editorial from the NYT has it exactly backwards IMNSHO

    their point is to figure out how much you want to spend and then set the taxes.  I think it should be figure out how much you will take in taxes and then set the spending based on that.   Their way allows the legislators to spend whatever they want because they know they can just raise taxes to pay for it.   Mine says you live within your means and spend what you can afford to spend only and no more.
