قوموں کی زندگی میں بحران آ تے ہی رہتے ہیں اور ان بحرانوں سے سرخرو ہو نے والی قوموں کو دنیا عظیم تر تسلیم کر تی ہے جس کی وجہ سے ان قوموں کی ایک تو عالمی برادری میں عزت میں اضافہ ہو تا ہے تو دوسری طرف وہ قوم کند سے کندن بن کر دنیا کے نقشے پر اپنا آپ منواتی ہے جس کی واضع مثال چا ئینہ ، جاپان ہیں یہ دو قومیں اپنے آپ کو وہ ملک بنا چکی ہیں جن کے بغیردنیا کی ترقی رک جا تی ہے اور یہ دونوں ملکوں کو دنیا کی ترقی میں پل کی حیثیت حا صل ہے۔ ان کے بغیر دنیا وی ترقی ایک قدم بھی آگے نہیں بڑھ سکتی ۔ اس کی وجہ بھی یہی ہے کہ ان ممالک کے لیڈز اور حکمران خود کو عوام کا خا دم سمجھتے ہیں۔ اپنا عوامی لیڈر ہو نے کاحقیقی کردار صحیح طور پر ادا کر رہے ہیں ان کے افکار ان کی سوچ ان کی مفادات سب اپنی عوام کے لئے ہو تے ہیں ۔ مگر اپنے ملک خداداد پاکستان کی طرف دیکھیں تو ہر کو ئی اس کو تکلیف دے کر اپنا مفاد حاصل کر نا چا ہتا ہے ملک عظیم پر ہر روز کو ئی نہ کو ئی آفت ٹو ٹ رہی ہے ہر روز کو ئی نیاء بحران سر اٹھا ئے حکمرانوں کا منہ چڑا رہا ہے۔ کئی ایک بحران ہماری معزز حکومت کے خود ساختہ اور اپنے پیدا کئے ہو ئے ہیں جن میں چینی، گیس اور کرپشن سر فہرست ہیں۔ مگر خود کو ''معصوم ومظلوم''ثابت کر نے پہ تلی ہو ئی ہے۔ ایک کلرک سے لے کر اعلی ایوانوں میں بیٹھے ہو ئے لوگ سبھی اس کوکھانے کا خواب اپنے دل میں لئے بیٹھے ہیں یہ لوگ دھیمک کا کردار ادا کر رہے ہیں یہ عوامی لیڈز نہیں ہیں بلکہ خدمتی سیاست دان ہیں خاندانی سیاست دان ہیں جو کھاتے پیتے اس ملک کا ہیں اس ملک کے پیسے سے عیش و عشرت کی زندگی گزار رہے ہیں اور اسی کومختلف صوبوں کی شکل میں الگ الگ دیکھ رہے ہیں ۔ اور جس بے حس عوام کے بل بوتے پر یہ اقتدار کے اعلی ایوانو ں میں پہنچتے ہیں اسے ایسے بھول جا تے ہیں جیسے کو ئی۔۔۔۔۔اوراس کی واضع مثال حالیہ حکومت کی ہے جیسے ''اتحادی جماعتوں ''کا ''مکمل اعتماد''حا صل ہے عوام کوپریشان کر نے کا سرٹیفکیٹ اس حکومت کو سب کی طرف سے ملا ہو ا ہے۔اس حکومت نے عوام کو جس لحاظ سے پریشان کیا ہوا ہے وہ شا ید ہی کسی حکمران نے کیا ہو گا ۔ اورمصالحت کے مارے ہو ئے حکمران اس کا ساتھ دیئے جا رہے ہیں ۔ یہی حکمران اقتدار میں آ نے سے پہلے اور ٹی وی پروگرامو ں میں ہا ئے عوام ہا ئے عوام کہتے نہیں تھکتے اور عوام کو اپنی عزت اپنی پگڑی قرار دیتے ہیں ۔بیا نی سیا ست ایسے کر تے ہیں کہ ہر کسی کو ان پر یقین ہو نے لگتا ہے کو ئی بھی ان کی با ت کو غلط نہیں سمجھتامگر جیسے ہی اقتدار ہا تھ میں آ تا ہے یہ موجودہ حکومت کی طر ح عوام کو اپنا غلام سمجھنا شروع کر دیتے ہیں جس نے شروع دن سے ہی عوام کش فیصلے کئے ہیں۔ کبھی عوام کو گیس کی لوڈشیڈنگ کا تحفہ دیا تو کبھی دس دس روپے پٹرول مہنگا کیا ۔ بجلی کی اتنی لو ڈشیدنگ کی گئی کہ بڑے بڑے بزنس مین بھی اپنا کاروبار بند کر نے پر مجبور ہو گئے اپنا سرمایہ دوسرے ممالک میں شفٹ کر دیا۔ تو کبھی اپنی شوگر ملوں سے چینی مافیا پیدا کر لےئے۔ اس حکومت کو عوام سے اتنی محبت ہے کہ کئی ریلوے لائنز پر چوبیس گھنٹوں میں اب صرف ایک گاڑی گزرتی ہے جہاں پہلے 20منٹ بعد گزرتی تھی۔ اس حکومت نے عید بھی عوام کو مہنگا ئی کی صور ت میں دی ۔کچھ دن پہلے پٹرول مہنگا کر دیا جس سے ہر چیز خود بخود مہنگی ہو گئی ۔ابھی عوام یہ دکھ سہہ نہیں سکی تھی کہ ہماری حکومت نے بھوکی مرتی ہو ئی عوام کو بجلی مہنگی ہو نے کی خوش خبری سنا ئی ۔ عید کا با برکت دن آ رہا ہے مگر اس عوام کش حکومت نے گیس بند کی ہو ئی ہے اور اس کے نرخوں میں 8/10روپے فی کلو اضا فہ بھی کر دیا ہے ۔ دال چینی ،آٹا، آلو کی قیمت کہاں کی کہاں پہنچ چکی ہے جو چینی پہلے 25 روپے کی تھی اب وہی 75روپے کلو ذلیل ہو کر مل رہی ہے۔ آٹا 12کلو تھا اب35/38 کا مل رہا ہے ۔ دودھ ڈبے کا جو پہلے44کا ملتا تھا اب68کا مل رہا ہے ۔اب بھی وقت ہے کہ عوا م نے اگر ملک بچا نا ہے تو ہمیں جا گنا ہو گا ۔ اس کی عزت و حر مت کو عوام ہی بچا سکتی ہے اسے ابن بن ابن کی سیا ست سے ہی با ہرآنا ہو گا اپنے پریشان کر نے والوں کو اپنا نجات دہندہ سمجھاہو ا تھا انہیں نشان عبرت بنا نا ہو گا انہیں اپنے ووٹ سے شکست دینا ہو گی ۔ انقلاب کا دروازہ کھولنا ہو گا۔کیونکہ عوام ہیں کہ مرنے کو زندگی سے آ سان سمجھنے لگے ہیں ہرحکمران نے عوام کو غلام در غلام بنا کر حکومت کی۔ اور اپنی چیری چپٹی باتوں سے عوام کو بے وقوف بنا یا ۔مگر اب سب کو مل کر ملک کو بچا نا ہو گا اور یہی وقت ہے جب ہم سب مل کر اسے بچا سکتے ہیں اور اپنے ملک پر مشکلات کے پہاڑ کو ختم کر سکتے ہیں
قا رنئین آپ سب کو میری طرف سے اور میرے ادارے کی جانب سے عید کی بہت بہت مبارک ہو۔ اس پر مسرت موقع پر جہاں آپ اپنوں کا خیال کر تے ہیں وہاں اپنے سیلاب زدگان بہن بھا ئیوں کا بھی خیال رکھیں کیو نکہ وہ اجڑے ہو ئے ہیں ان کا کو ئی پر سان حال نہیں ۔ آپ ان کی طاقت بن گئے تو وہ بہت جلد اس قابل ہو جا ئیں گے کہ اپنے پا ؤں پر کھڑا ہو جا ئیں۔ اور ملکی ترقی میں پھر سے شانہ بشا نہ کام کریں گے۔ اس کے ساتھ ساتھ ان مرنے والوں کے لئے بھی دعائے مغفر ت کیجئے گا جو ڈرون حملوں ،خود کش حملوں میں فوت ہو رہے ہیں۔شکریہ **

FEC Drafts Opinions for Guyana-Born Man About Presidential Run

The Federal Election Commission is showing signs that it might allow a Guyana-born American citizen to file papers and raise money to run for president of the United States.

The agency released two draft advisory opinions Friday that could permit New York lawyer Abdul Hassan to go through the initial steps to run for president. But the FEC's pending decision won't be the last word on the constitutional issue of whether someone born outside the United States can be president.

Hassan was born in the South American country in 1974, and he asked the FEC in July whether he could raise funds as a candidate for president.

The request put the FEC in the rare role of deciding a large constitutional issue that has only a few intersections with campaign finance law. The two commonly held constitutional requirements to run for president are that the candidate be 35 years or older and be a "natural born citizen."

The agency quickly signaled that it would decide the technicalities of filing requirements while leaving the broader issue of who can run for president to the judicial branch. In an email to Hassan on July 18, the FEC stated that he understood "that although the Commission can respond to the questions asked in [his] advisory opinion, the Commission cannot make any determination as to whether [Hassan] can, as a naturalized citizen, serve as President."

Both advisory opinions answer three of Hassan's four questions in a similar way. They state that Hassan could be a candidate, may solicit funds and would be required to file disclosure reports. But the two opinions differ on whether he may receive federal matching funds.

The first draft states that Hassan would not be allowed to receive matching funds because "the United States Constitution provides that '[n]o Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President.'"

The second draft ducks the issue, stating that the "Commission expresses no opinion regarding this question" because it is a "hypothetical."

The FEC is slated to discuss and possibly vote on the draft opinions at an open meeting Thursday. Four of the six commissioners must support an opinion for it to be approved.

Hassan told Roll Call that he has almost no political background but is a "political junkie" with various legislative ideas.

"I follow politics closely, but I have never held elected office," he said. "I would admit that I am not well-known, and I would admit that my chances of winning are not as good as other candidates. That's obvious."

Although Hassan said he sees the far-reaching implications of his FEC request for future candidates, he said he did not make his request as a response to long-refuted claims that President Barack Obama was not born in America.

"I wasn't even thinking about the birthers, though I am ideologically opposed to people on the birther side of the argument," he said.

Pakistani politics witnessed a new first. Holding the Holy Quran in his hand and then placing it upon his head, Sindh's senior minister Zulfiqar Ali Mirza made some very bold revelations against his friend's key, even if troubled, political ally as well as his friend's closest and most handy aide.
President Asif Ali Zardari perhaps now faces the biggest challenge of his political career as none other than his most loyal friend and senior minister Sindh, Zulfiqar Ali Mirza, at a press conference issued a loaded charge sheet. Mirza gave specific information along with alleged evidence, against all those he accused. He said the ongoing operation was meaningless and that the real killers were not being apprehended.
Zulfiqar Mirza's attack has produced a complex political dynamic. One with the 'evidence' that Zulfiqar Mirza claims he has against the MQM's alleged involvement in target killings, he has put the MQM under pressure. An MQM on the defensive provides political leverage to the PPP in its ongoing negotiations with that party. It may also help to stem the growing alienation of the Sindhis against the PPP leadership, especially earlier the mishandling of the revival of the local bodies.
The claims made by Zulfiqar Mirza can also potentially strengthen the PPP's hand in the Supreme Court's suo motto hearing on the Karachi target killing. The SC bench now meeting in Karachi is bound to call Zulfiqar Mirza to make good his claims in court.

But the most challenging for PPP's internal politics is Mirza's attack on Rehman Malik. Zulfiqar Mirza has made specific charges against the interior minister, holding him responsible for leading a "farcical operation" and for being primarily committed to keeping the MQM on board. In addition to his criticism at the press conference, Zulfiqar Mirza, later in a television program insisted that the interior minister "is Pakistan's enemy and if Pakistan breaks up, then Rehman Malik will be responsible for it."
Although Mirza insisted that he would remain loyal to the president till his dying day and would give his life in the party's service, within the immediate context he has created major political challenges for the president. He has alleged that the president's right-hand man is hand in glove with the killers of innocent citizens.
As for whether these extraordinary revelations will lead to any action against Rehman Malik or the MQM, the punch-line comes from Zulfiqar Mirza himself. While speaking on television he said, "I have rolled the ball, now the ball in the court of the president, army chief, the ISI chief, the PM, the speaker of parliament and the chairman of the senate." Mirza expects them to use the evidence that he has presented to take action against the MQM and the interior minister. He said the moment the CJP asks him to present himself in court, he will do so.
Zulfiqar Mirza may have become a thorn in the president's side. But Mirza is one PPP leader that the president will not find it easy to sideline. He will also not able to easily brush aside the alleged charge sheet presented against Rehman Malik nor the MQM. Clearly these moves by Zardari's closest friend puts the Karachi operation in an even greater spotlight and for all the wrong reasons. It also sharply exposes the weaknesses in Zardari's politics of "mufahimmat."
The questions that Mirza's charge sheet raises only confirms public criticism of the operation. Questions that have no easy answers but ones that will now be repeatedly asked by many political and non-political stake-holders from across the country.
