Us vs Them

The press and the politicians would have us believe that this country is a huge mess of "us" versus "them" combinations. No matter where you turn, there's a debate raging – white versus minority, pro-life versus pro-choice, liberal versus conservative, urban versus rural, smoker versus non-smoker, the list is endless. In a sense, "they" are right – there is an "us versus them" war raging – but it's not any of the groups listed above. The real war is something totally separate. The real war isn't about rich or poor, color or creed, liberal or conservative. The real war is about privilege.

So, how can you tell if you're an "us" or a "them?" Here are a few tell-tale signs.

If getting caught driving under the influence involves court appearances, loss of driving privileges, jail time, probation, and likely damage to employment and marriage because of all of those other events, you're part of us. If wrecking your car in front of a police officer earns you a stern talking to and a ride home to sleep it off, well, you're one of them.

Joking about your drug excesses "in the past," yet doing everything possible to keep the drug laws as draconian as possible, makes you one of them. Believing the drug war has gone on too long – and gone way too far in destroying lives – makes you one of us.

Juggle your business budget. Squeeze as many cents as possible into advertising. Cross your fingers with hope that your advertising will bring in a handful of new customers before the business is forced to close. You're one of us. Reflections on the Impossibility of Government

God it's wonderful­really diverting in a macabre sort of way, at least if you have a diseased sense of humor and enough Padre Kino red. Which I do. As I write the world's only delusional superflower, perennially in love with itself, navel-gazing as narcissistically as ever, ignorant, self-indulgent, gurbling like an insane relative in the attic and fondling electro-trinkets from Japan, is broke. Yes, we see a beautiful dive from the high board, two somersaults and a half-twist, into the Third World. And so richly deserved.

Congress, a collection of whores, con-men, and penny-ante sharpers from East Jesus, Nebraska, ponders the Great Question: Default now, and admit manfully to being the economic lepers everyone else already knows we are? Or raise the debt ceiling, keep spending like a spoiled Swarthmore sophomore with daddy's credit card, and collapse a bit later?

It's just lovely. The World's Greatest Economy holding out the begging bowl to China. "Alms? Alms for the poor?" Maybe I don't have enough Padre Kino after all. Maybe there isn't enough.

On the lobotomy box, congressmen come and go, not talking of Michelangelo, like mayflies but without the brains, calling each other names. They seem to think that they are in an off-year election. I mean, it's only the future of the country. What, me worry? What if a huge cosmic flyswatter came down on Cap Hill and turned them into barely historical smears? How the hell do you start a cosmic flyswatter?

The Republicans want to protect the wars, the rich, and the military companies. The Democrats want to protect the entitlements. Well, ok, I guess killing Afghans matters more than feeding Granny in Spokane. Unless of course you are Granny. Who really cares? I mean, how many "defense" contracts does she have?

But actually the Dems have the best of the argument of national security. Entitlements are our friend. Welfare is the price we pay for not having the cities burn. Mailbox money is our protection, not gaudy aircraft carriers like the USS Thundertrinket, zooom-kerpow.

It's the Empire, stupid. You want spending cuts? Easy, if you don't want to rule the world for three more years before going down history's cloaca. Pull out of Iraq, Afghanistan, Korea, Japan, and NATO tomorrow. Pull out. Pull out. Coitus interruptus. Stop wasting precious engineering talent and non-existent money on pointless funsy weapons of no utility: the F35, the Airborne Laser.

Come to think of it, don't bother. It's too late. The only sensible answer is cheap Mexican red. The US really is poised to enter Central America. You know, continental drift. It can't be stopped. South Korea and Finland among others are far more advanced in their internets. Health care in America is first-priced and second-rate. The country is thirty-third in infant mortality. Schooling would be pathetic if we could raise it to that level, the universities largely farces. The Russians and Chinese have manned space programs; we don't. Industry flees Gringolandia or has fled. The great moiling gerbiltry out there hasn't figured it out. Wait.

I hear babbling about "the recovery." Which recovery is that? There ain't none, boys and girls. There won't be one. We are not in a temporary recession or correction or what have you. We are going poor. The last dance just finished, and the band is leaving.

And it is self-inflicted. There is, I grant you, a pleasing monumentality about truly phenomenal stupidity. A certain brilliance is needed to be so witless. In this sense the American political system is a work of genius, relying on the principle of Sufficient Ditz-Rabbitry.

You don't need to fool all of the people all of the time. Enough of the people, enough of the time is entirely adequate. Lincoln knew this but, being a politician, didn't point it out. Here is the basis of what Americans believe to be a democracy. Curious: Mexicans know they have a corrupt government, but Americans don't. In the US, books are written about the scams and cons and rips practiced on the public. Few read them, though, and those who do already know what is in them. Enough of the people, enough of the time. If the talking heads on the blinking hamster-diverter don't talk about the swindles, the rubes never know.

The country is in fact ruled by the interlocking directorates of Wall Street, Washington, and the media, Triamese twins joined at the head and aimed at sucking money from the easily fleeced. We're not talking Senior Civics and the Federalist Papers. It's straight drain-the-dullards. And it works. Boy does it.

Can you name anything in America today that is not a disguised fraud? Credit cards are not a convenience, but a way of luring suckers into borrowing crippling amounts of money at usurious interest. The sub-prime circus was carefully designed to do just what it did. There's the student-loan racket, and Big Pharma: A tiny bottle of ophthalmic salt water from Bausch & Lomb, called Muro, costs $23 in Washington, and about $6 in Mexico. That's our government, fixing prices that weren't broken. Pure Third World.

I dunno. What's going to happen when what's left of the cream-flow dries up? Maybe it's the Padre Kino, but...in the last depression of '29, most of the country was rural or close. People, many of them, lived on farms, and didn't need much money.

Today most of the population is utterly dependent on remote mechanized farms winch are dependent on supplies of gasoline and chemicals and then on trucks to take the crop to cities that, if the foregoing chain broke down, could not possibly support themselves. The discovery that food doesn't really come from Safeway will astonish.

I guess I'm paranoid, and no real unrest and disruption could really occur. I guess. I mean, probably. I think. And that's a good thing, because with so many people dependent on entitlements, to the extent that they can't eat without them, and everything dependent on intricate systems that can't handle chaos­hooboy. Think: What happens to skyscrapers if there's no electricity for elevators?

I say invest in drug cartels. Some say gold, but you can't smoke gold. When times get bad people want booze, grass, crack, scag, crank, Oxys, and maybe shrooms for the more advanced. Investment is low, and governmental interference has proved minimal.

I hope I'm crazy. I'd better be.

As we've seen in the last two TGIFs, Destutt de Tracy, writing (pdf) in early nineteenth-century France, had solid insights about the market process and government spending as a form of consumption not investment.  (See "Jefferson's Economist" and "Government as Consumer.")

In light of that, no one will be surprised that Tracy opposed government borrowing. In this day of trillion-dollar-plus federal deficits, his critique is especially relevant.

Tracy begins by noting that government debt is "a subject on which the general good sense has greatly preceded the science of the pretended adepts. Simple men have always known, that they impoverished themselves by spending more than their income, and that in no case is it good to be in debt…."

On the other hand, "men of genius believed and even wrote, not long since that the loans of government are a cause of prosperity, and that a public debt is new wealth created in the bosom of society." (All emphasis has been added.)

In his sarcasm about "men of genius" Tracy was clearly rejecting the idea that government borrowing creates wealth. He had already disposed of the claim that government spending could stimulate productive economic activity. Rather than adding to "the general mass of circulation," he said, government expenditures "only change its course and in a manner most often disadvantageous." Here is Bastiat's "broken window" a few decades earlier.

Still, he takes up the question: "when expenses are very considerable, ought we to felicitate ourselves on being able to meet them by loans, rather than taxes? or, in other words, is it happy for the governed, that the government should make use of its credit, or even that it should have credit?"

Politicians and pundits  say yes, believing that borrowing brings good economic times, provides money in emergencies, and "thus …  is the true palladium of society."

"Yet," Tracy responds, "I think I have good reasons for combatting their opinion."

Here Tracy pauses, cagily, to state he "will say nothing of the grievous effects of loans on the social organization, of the enormous power they give to the governors[,] of the facility they afford them of doing whatsoever they please, of drawing everything to themselves, of enriching their creatures, of dispensing with the assembling and consulting the citizens; which operates rapidly the overthrow of every constitution."

Well, for someone who planned to say nothing on the subject, that was quite a lot! Borrowing increases the power of rulers and the wealth of their cronies at the expense of the people.

But he doesn't want to write about that; he wishes to focus only on the economic effects of government borrowing.


Economic Effects

"The first thing said in favour of loans," he wrote, "is, that the funds procured by these means are not taken involuntarily, from any one." Taxes are compulsory. But loans are freely made.

Tracy didn't buy the argument: "I think this an illusion. In effect it is very true, that when government borrows it forces no one to lend; ….When, therefore, the lenders carry their money to the public treasury it is freely and voluntarily; but the operation does not end there. These capitalists have lent, not given: and they certainly intend to lose neither principal nor interest. Consequently, they force the government to raise, one day or other, a sum equal to that which they furnish and to the interest which they demand for it. Thus, by their obligingness, they burthen without their consent not only the citizens actually existing, but also future generations….."

(I'd make just one correction: Members of future generations who inherit the debt would benefit by the tax burden on the others. Borrowing consists of two separate intragenerational transfers. See this.)

Borrowing doesn't dispense with taxes; it merely shifts them to the future, except that they must be raised high enough to pay the interest as well as the principal. "Thus, sooner or later, it [borrowing] affects industry as much and in the same manner as if it had been levied at first."

But this raises a question "which I am astonished to have seen no where discussed": Does government have "a right thus to burden men not yet in existence, and to compel them to pay in future times [its] present expenses?"

No, Tracy answered. "One generation does not receive from another, as an inheritance, the right of living in society; and of living therein under such laws as it pleases. The first has no right to say to the second, if you wish to succeed me, it is thus you must live and thus you must conduct yourself. For from such a right it would follow that a law once made could never be changed."

Here he offered a proposal:
[W]hatsoever is decreed by any legislature whatsoever, their successors can always modify, change, annul; and that it should be solemnly declared, that in future this salutary principle shall be applied, as it ought to be, to the engagements which a government may make with money lenders. By this the evil would be destroyed in its root: for capitalists, having no longer any guarantee, would no longer lend; many misfortunes would be prevented, and this would be a new proof that the evils of humanity proceed always from some error, and that truth cures them.
He was calling for future generations to repudiate the government debt of past generations and predicting, sensibly, that no one will lend money to the government if that principle is in effect! Laissez-fare advocates were true radicals in those days.

Tracy also debunks the claim that money lent to the government has no opportunity cost.
The second advantage which is found in loans, is that the sums which they furnish are not taken from productive consumption: since it is not undertakers of industry who place their funds in the hands of the state; but idle capitalists only living on their revenue, who choose this kind of annuity rather than another…. [E]ven admitting that all were equally idle if the state had not borrowed, it is certain that if they had not lent it their money they would have lent it to industrious men. From that time these industrious men would have had greater capitals to work on, and, by the effect of the concurrence of lenders, they would have procured them at a lower interest.
Well, then, how about this justification for borrowing: Loans "furnish in a moment enormous sums, which could only have been very slowly procured by means of taxes, even the most overwhelming."

Tracy rejects this too. "Now I do not hesitate to declare that I regard this pretended advantage as the greatest of all evils." (This was an era when economists could call things evil in their treatises.)

Some might contend this is an abuse rather than a use of credit, but not Tracy. "I answer, first, that the abuse is inseparable from the use, and experience proves it."
But I go farther. I maintain that the evil is not in the abuse; but in the use itself of loans, that is to say that the abuse and the use are one and the same thing; and that every time a government borrows it takes a step towards its ruin. The reason of this is simple: A loan may be a good operation for an industrious man, whose consumption reproduces with profit. By means of the sums which he borrows, he augments this productive consumption; and with it his profits. But a government which is a consumer of the class of those whose consumption is sterile and destructive, dissipates what it borrows, it is so much lost for ever; and it remains burdened with a debt, which is so much taken from its future means. This cannot be otherwise.
I think you'll agree that they're not making many economists like that anymore.

One of my neighbors suffered with a Carbuncle, he took heavy doses of Anti-Biotics for 8-10 days but the wound never dried up, the strong bacterial infection seemed like RESISTANT to Antibiotics. Furthermore, he was having a permanent fever, with constipation & lack of appetite problems (as he had a habit of taking food from restaurants).

I was in favour of Mian Sb. before because of his some works in the country, I think that he has some Islamic mind and being a Pure Pakistani, he is much better than these Piplies, MQM, Chaudhries, ANP etc... But now he is one of them. he is not free from corruption and looting money abroad and enjoying their luxerious life, almost in London, where Mian brotherans has also big big businesses,,, but all these Corrupt people has nothing to do for the poor Pakistani, who are suffering badly under this Zardari Mafia,,, Corrupt but worse than that of Corruption.
Gather the people of Pakistan to fight against these evil forces, traitors/looters/Land Mafia/ Petrol Mafia/Electric Mafia/Corrupt system of Pakistan, and join hand in full with the Supereme Court Hon'able Judges, that are the only hope for all Pakistan.
No vote for already tested times and again these Corrupt leaders of the Political Parties of the Past and Present. Young and liable generation should come ahead to deal with all these circumstances of Pakistan inside and outside. Choose a sincere and devoted Pakistanis your leaders in the next election,,, but sure,,, 100% rejection of the Present Political Parties Leadership and t heir coronies... Mian Nawaz Sahrif once a most popular leader of this country has lost all his popularity because he has only one point agenda to criticize and demand punishment for Pervez Musharraf and nothing else. Yesterday he was elected as president of his faction of Muslim league and the first resolution passed by the general council was against pervez musharraf. Pervez Musharraf is now history and he has already been punished by almighty Allah that he is now unable to come back to Pakistan which he was ruling arbitrarily for nine years. People of Pakistan have no concern with hanging of dictators because they are suffering due to many issues concerning to their survival and every day is getting crucial for average citizen of this country. We have a lot of problems and we know that present government has badly failed to meet the expectations of the public. I myself was a big supporter of Mian sahib in last elections but I could not find him with public in last three years which surely disappointed me along with the masses who were considering him as an alternate leadership. Now if he appears on surface for the coming elections, as our leadership usually does I doubt he will be getting the same  response as we all were expecting some two three years back.
The biggest crisis the nation is facing this time is the crisis of leadership. Unfortunately the nation has no sincere guiding leadership. Whatsoever we have is either not competent or lack sincerity or mostly confined to their personal interests. There is no leadership available to be trusted. Educated Pakistanis do not cast their votes and 35 percent illiterate voters select leadership for this country while the people who does not ote than criticize the government. Zardari led government has shown very  good results in Kashmir and in bye elections which were because of Nawaz Sharif who has the same stereo type demand to hang musharraf during the election campaign in Kashmir with 600 police security personnels of Punjab police with him. Mian Sahib. Let it go now please.Forget Pervez Musharraf and remember the people who have expectations from you. People want from leadership solution of their problems. People want programe from  their leaders in current law and order situation unemployment, load shedding increasing price hikes and provision of basic rights. Mian sahib has left with very short time either to become the public voice or to face the music. Zardari has proved himself a good leader and that he knows best tactices of politics by knocking out all political leadership in the name of reconciliation and peacefully completing his three years in Presidency with all allegations on his person. He is now even daring for head on collusion by defying the Supreme Court orders to take revenge from Judicary for all that humiliation which he faced in during long March forcing him restoration of judiciary. I doubt He may succeed in next elections if Mian Sahib do not start his politics and do not revive his contacts with the public.
It is my personal opinion based on my feelings as Pakistani and i would like comments of friends.
